Namisindwa, Uganda: Bubulo East MP John Musila was on Monday heckled by angry constituents during NRM joint campaign rallies in Namboko and Nabitsikhi sub-counties over what they described as poor performance and broken promises.

Musila, who is seeking re-election in the 2026–2031 parliamentary term, is facing a tight race from four other contenders, Enoch Khaemba, Amos Masibo, Wakama James, and Khaukha Stephen, in the NRM primaries for Bubulo East constituency.

Tempers flared during the Namboko rally when Moses Wandabwa, a vocal youth leader, accused the incumbent of doing little beyond “making noise” in parliament. In Nabitsikhi, resident Nakhaika Anthony demanded answers over the delayed upgrade of Bubutu Health Centre III.

“You promised that the facility would be worked on in your first term. What has changed? We gave you a block vote in 2021, and now we want accountability,” said Nakhaika.

Another resident, Meure Geofrey, challenged Musila to explain why he should be re-elected when his past pledges remain unfulfilled.

In response, Musila attempted to cite the Angororo Dam as one of his flagship achievements. But his defense was quickly dismissed by locals who clarified that the dam was part of a World Bank-funded project initiated in 2017, when Musila was still serving as Namisindwa LCV Chairperson.

“You can’t claim credit for a project that started before you entered Parliament,” shouted one man in the crowd, as murmurs of dissatisfaction grew louder.

Meanwhile, other NRM contenders seized the moment to endear themselves to voters. Amos Masibo, a prominent educator and local mobilizer, promised transparent, consistent leadership.

“I will not disappear after elections. I will report to you, consult with you, and work with you throughout,” Masibo pledged.

The Bubulo East NRM primaries are being watched closely as a litmus test for performance-based voting in Namisindwa, where many residents have grown impatient with what they call absentee MPs and under-delivering representatives.
