NRM’s Balondemu pinned for forgery, fraud after doctor admits forging medical forms for his bail

Kampala, Uganda: David Balondemu, the under-fire Kampala District Land Board Chairperson and newly nominated NRM flagbearer for Luuka North Constituency, is in fresh trouble after he was pinned before the Buganda Road Court on Wednesday for forgery and fraud.

This came after Balondemu’s co-accused, medical doctor, Dr Hassan Segujja, an orthopedic specialist formerly attached to Mulago National Referral Hospital, pleaded guilty and agreed to testify against him during the court session before getting sentenced to a fine of UGX 4 million or face two years in prison.

The agreement, presented before Chief Magistrate Ronald Kayizzi by Chief State Attorney Jonathan Muwaganya, saw Dr. Segujja become the first prosecution witness in the ongoing case against Balondemu, who is battling charges of obtaining money by false pretenses and conspiracy to commit forgery.

Court records seen by DailyExpress showed that Dr. Segujja admitted having been in contact with Balondemu on November 18, 2023, who personally called him from Wandegeya Police Station requesting falsified medical documents to aid in securing bail.

The medic explained that he was instructed to fabricate a medical prescription dated November 7, 2023, allegedly issued by Kampala Hospital, indicating that the under-fire Balondemu was scheduled for a TURP surgery and had a solid mass requiring a biopsy, as per a forged CT scan report.

On November 19, the documents were delivered to Balondemu’s lawyer, Alaka Caleb, via WhatsApp and were subsequently presented in court the next day to support a bail application.

However, the documents raised red flags with the prosecution, which conducted a verification process and discovered that the forms were forged and the stamps did not originate from Kampala Hospital. This led to the filing of fresh forgery and conspiracy charges against both Balondemu and Dr. Segujja.

The court also heard that Balondemu advised Segujja to go into hiding, promising to shield him from arrest by the State House Anti-Corruption Unit in exchange for UGX 1.7 million.

Segujja’s luck ran out on March 1, 2025, when he was arrested and arraigned in court.

In his testimony, the doctor confirmed a longstanding friendship with Balondemu dating back to 2016 and admitted that he authored both the fake prescription form and CT scan results under Balondemu’s instructions.

Magistrate Kayiizi noted that failure by Dr. Segujja to pay the UGX 4 million fine will result in a two-year custodial sentence at Luzira Prison.

Balondemu, who recently secured the NRM ticket for Luuka North Constituency, now faces mounting legal troubles and reputational damage as the case continues.
