Wakiso, Uganda: President Yoweri Kaguta Museveni Sunday wrapped up his week-long Parish Development Model (PDM) assessment tour of Wakiso District with a direct warning to public leaders who fail to sensitize communities on how to benefit from government wealth creation programs.
Posting on his official X (formerly Twitter) account, Mr Museveni said his engagements in Wakiso had exposed a gap in leadership where some local leaders draw salaries and allowances from the government but neglect their mandate to guide citizens on opportunities like PDM and Emyooga.
“The core message around Wakiso has been about leadership that cares for the needs of the people and not opposition for the sake of opposition,” Museveni said.
He further stressed: “A person who draws salary and allowances from the Consolidated Fund but does not sensitise their people on how to best access and utilize PDM, Emyooga, or any other government funds should not get the mandate of the people to lead them.”
The President made the remarks after holding a closed-door meeting with media practitioners from Wakiso District at State Lodge Nakasero, where he addressed concerns raised during the tour.
Museveni’s statement reaffirmed his continued emphasis on accountability among public officials, especially as the country gears up for the 2026 elections, where service delivery under PDM will be a key campaign theme.
The President is expected to finalize his countrywide wealth creation and PDM assessment with the Kampala Tour, which starts tomorrow, Monday, July 14.
