Police issue warning as cases of electricity vandalism surge in Wakiso, Mityana

Kampala, Uganda: Police have raised concern over the increasing cases of electricity infrastructure vandalism in parts of Wakiso and Mityana districts, warning that offenders face up to 15 years in jail or fines of Shs1 billion under existing laws.

Addressing the media at Police Headquarters in Naguru on Monday, July 14, 2025, Police Spokesperson Rusoke Kituuma said criminals are tampering with electricity transformers through illegal “tap changing” and later extorting money from desperate villages to restore power.

“We have received increasing concerns from citizens regarding the vandalism of electricity infrastructure, specifically the tampering with transformers through a practice known as ‘tap changing.’ Some individuals engage in this criminal activity and then demand payment from entire villages to restore power,” Kituuma said.

He identified affected areas to include Bunamwaya, Kyengera, Nabingo, Gayaza, and Kabanyoro in Wakiso District, as well as Nakibanga in Mityana District, among others.

Illegal Electricians, Power Theft Also Under Scrutiny

Kituuma further warned against uncertified electricians illegally altering village connections from unstable to stable lines, saying these unauthorized activities are contributing to the theft of electricity infrastructure and disrupting lawful service delivery.

“These unsanctioned activities, along with the theft of electricity infrastructure, are illegal and will be dealt with decisively. We will also pursue those who procure stolen electrical materials,” he added.

Police said they are actively tracking individuals involved in vandalism, theft, and illegal sales of electricity infrastructure and related equipment.
Heavy Penalties Await Offenders

According to police, the law provides for severe punishments, including fines of up to Shs1 billion and imprisonment for up to 15 years for those found guilty of electricity-related offenses.

“These measures are intended to deter criminal activities and protect essential public services,” Kituuma emphasized.

Public Urged to Report Offenders

Police called upon citizens to report cases of vandalism, theft, and illegal connections to law enforcement, Uganda Electricity Distribution Company Limited (UEDCL), or local leaders.

“We call upon all citizens to cooperate with security agencies in safeguarding our electricity infrastructure and ensuring continuous power supply for all,” Kituuma urged.
