King Ceasor University (KCU) now joins Uganda’s elite league of chartered universities such as Makerere University, Mbarara University of Science and Technology, Gulu University, Busitema University, and Kabale University.
Kampala, Uganda: King Ceasor University (KCU) has officially received its University Charter, securing full legal recognition to operate as an autonomous institution of higher learning with authority to confer degrees across Undergraduate, Masters, PhD, Postgraduate, and Professorship levels.
The National Council for Higher Education (NCHE) represented by Steven Okoth, the Council’s Legal Officer, formally presented the charter, signed by President Yoweri Kaguta Museveni on July 3, 2025, to the university during a ceremony held at the institution’s Bunga campus in Kampala.
The full charter grants KCU the legal capacity to operate independently, establish its governance structure, and admit students globally. It positions the university alongside Uganda’s top chartered institutions.
Speaking at the event, HM H.E. King Ceasor Mulenga T.G., the university’s proprietor and founding Chancellor, said the charter reaffirms KCU’s commitment to producing graduates who are globally competitive and job creators.
“Being fully endorsed by the President means service to humanity because this institution is serving all students globally,” Mulenga said. “This charter means anybody from any country in the world can come and study at King Ceasor University. This also ensures our students can pursue postgraduate studies anywhere in the world.”

King Ceasor, who also serves as Uganda’s Honorary Consul of Vietnam, noted that KCU’s unique approach to medical education involves practical training across multiple hospitals rather than a single facility, a model designed to give students broad exposure to real-world health challenges and practices.
KCU’s Growth Trajectory
Founded in 2005, King Ceasor University has grown steadily over 17 years, focusing primarily on training professionals in medicine, law, nursing, cybersecurity, entrepreneurship, and engineering.
The institution first operated under the names Montessori University (2009) and St. Augustine International University (2010–2019) before adopting the King Ceasor University brand in 2020. It secured a provisional license on September 26, 2011, before receiving this full charter on July 3, 2025.
Vice Chancellor Dr. Charity Basaza Mulenga welcomed the milestone, saying: “This charter is both an honor and a call for greater responsibility. It challenges us to strengthen systems of governance and innovate in a globally changing environment.”
“We are determined to further our quest of offering excellent education to learners from across the world.”

KCU attracts a diverse student body from countries including the USA, UK, Germany, China, Belgium, India, Switzerland, Russia, France, Italy, Brazil, Canada, Australia, Singapore, Indonesia, Thailand, Japan, South Korea, Israel, Turkey, Mexico, Sweden, Saudi Arabia, Kenya, Egypt, Sudan, Ethiopia, Congo, Tanzania, Nigeria, Palestine, Rwanda, Malawi, and others across Africa.
KCU’s mission is to foster socio-economic transformation through innovation-driven teaching, research, and learning. “We are the first private medical school in Kampala. My major aim was to train health personnel, doctors and nurses, who would serve humanity,” King Ceasor emphasized.
The charter comes just three months after KCU graduated over 300 students at its May 5, 2025, graduation ceremony. During that event, King Ceasor T.G. announced a mandatory two-month certificate course in emerging technologies for all first-year students.
The course will cover critical future disciplines including AI, quantum computing, Internet of Things (IoT), virtual reality, gene editing, and others.
