Kampala, Uganda: The Senior Presidential Advisor and Manager of the Office of the NRM National Chairman (ONC), Hajjat Hadijah Namyalo Uzeiye, on Thursday triggered the intervention of security authorities after NRM EC registrars were caught red-handed rigging votes in Kampala and Wakiso, sparking outrage in the hotly contested ruling party primaries for Local Council positions.
Acting on behalf of the NRM Chairman, President Yoweri Museveni, SPA Namyalo spent the day moving across various polling stations in Kampala and Wakiso, where she uncovered multiple cases of electoral malpractice, including falsification of Declaration of Results (DR) forms, voter intimidation, and police collusion.
At Kamwokya Market Area Police Post, the Chief Muzzukulu intercepted NRM Electoral Commission officers forging DR forms in favour of pre-determined candidates — a crime being executed inside a police facility and without polling agents from all camps present.
“What we found in Kamwokya is completely unacceptable. Votes were being traded like commodities, and Police officers were reportedly aiding this fraud. This undermines internal democracy and betrays the trust President Museveni has placed in these elections,” Namyalo declared.
Earlier in the day, at Musajja-Alumbwa Polling Station in Mengo-Kisenyi, chaos erupted moments after results were announced, after supporters of Kahooza Mary, who lost to Aisha Bahati, rejected the final declaration of results, citing manipulation and claims of “orders from above.”
“We cannot build unity through chaos. If anyone has proof of malpractice, follow the NRM structures and report to the party’s Electoral Commission. No one is above procedure,” Namyalo said in a stern address to the aggrieved voters.
The vice chairperson of Kisenyi Zone I, Ssaalongo Jjuuko, condemned the use of a police post as a secret tally centre and accused the EC of locking out polling agents.
Namyalo later visited Kiwunya Zone in Nakulabye, where the election was peaceful and orderly. However, her findings at the NRM EC tallying center for Wakiso revealed a troubling trend of delayed form returns and inconsistencies in tally sheets.
“Those involved in voter bribery, intimidation, or tampering with results will face legal and disciplinary action. The NRM must remain a beacon of internal democracy,” Namyalo asserted, promising to compile a dossier of culprits for submission to the party chairman.
