Jinja, Uganda: The territorial police in Jinja are hunting for two controversial TikTok content creators who allegedly recorded and circulated a video involving a minor while encouraging her to engage in prostitution, a criminal act under Ugandan law.

The suspects, identified by their stage names Abe Kampala Balikumbona, and Mama Nakanjako, are accused of violating the rights and welfare of children through vulgar and exploitative conduct on social media.

Kiira Regional Police Spokesperson SP James Mubi confirmed the development on Sunday, July 27, warning that the duo’s actions were not only criminal but also morally reprehensible.

“The two TikTokers inappropriately used unbecoming language and actions that do not promote the safety and protection of children’s welfare,” said Mubi. “Our laws protecting children are very clear and must be respected by all.”

The video, which has since gone viral, shows the two adults interacting with a young girl in a manner that has sparked widespread public outrage and demands for urgent law enforcement response. Police have since launched a manhunt and say the suspects will face charges related to child exploitation.

According to police, the conduct contravenes Section 8A of the Children’s Act, which criminalizes the sexual exploitation of minors, whether for payment, entertainment, or online content that undermines children’s dignity and moral development.

SP Mubi urged all stakeholders involved in children’s rights, including CSOs, NGOs, the Uganda Communications Commission (UCC), and content platforms, to scale up public sensitization and promote safe digital conduct.

“We encourage partners to conduct regular trainings on child protection, digital safety, cyber harassment, human rights, and responsible content creation,” he noted.

This is not the first time the two TikTokers have drawn the ire of police. According to Mubi, they had previously been warned over vulgar content during a visit to the Source of the Nile bridge in Jinja City. The incident prompted police intervention that led to the deletion of the video from their accounts.

“That swift police action received positive public feedback for defending the image of our country and its tourism sector,” Mubi said.

Kiira regional police say they are working closely with the Child and Family Protection Unit to ensure justice is served and to strengthen digital content regulation for the safety of children.
