Acom tables explosive evidence pinning minister Adoa of electoral fraud in Serere primaries

Acom Esther Lucy speaks to the media after presenting her petition before the NRM Disputes Tribunal in Kampala, challenging the declaration of Minister Hellen Adoa as the Serere District Woman MP flag bearer.

Serere, Uganda: Acom Esther Lucy, the National Resistance Movement (NRM) flag aspirant for Serere District Woman MP, has submitted damning evidence of electoral malpractice to the party’s Disputes Tribunal, challenging the controversial declaration of Hon. Hellen Adoa as the party’s official candidate.

Appearing before the NRM tribunal on Wednesday, July 30, 2025, Acom accused Adoa—the incumbent Woman MP and State Minister for Fisheries—of participating in multiple voting across different polling stations, actions she described as deliberate manipulation of the electoral process.

“This manipulation disregards the voice of the people, whose choices should be respected in a democratic process,” Acom told the tribunal.

Acom further submitted altered declaration forms she claims were fraudulently issued by the Serere District NRM Registrar to her polling agents. The forms, originally from the 2015 elections, were reportedly reused and forged during the 2025 primaries, raising red flags about the credibility of the vote tallying process.

In a dramatic development, the implicated district NRM registrar, William Olir, was arrested and charged with forgery. He has since been remanded to Serere Main Prison, with the Grade One Magistrates Court scheduling a formal hearing for August 5, 2025.

“I am confident that the evidence we have provided will pave the way for justice for the people of Serere, whose rightful victory was unjustly overturned,” Acom told reporters after the tribunal hearing.

The case has not only intensified political tension in Serere District but has also drawn the attention of party leaders and voters who are now closely watching how the tribunal will handle the matter.

Acom also addressed growing speculation that she may be aligned with opposition forces seeking to undermine the ruling party—a claim she categorically rejected.

“I campaigned vigorously for Adoa under the NRM banner in 2011 and 2016. How could I now be working for the opposition? These allegations are merely attempts to tarnish my reputation within the NRM framework,” she said.

With the tribunal expected to rule soon, Acom’s bold move signals a brewing storm within the NRM ranks in Serere. Many constituents have voiced support for a transparent review of the petition, saying the credibility of the party’s internal democracy hangs in the balance.
