CEC Aspirant Jonard Asiimwe unveils six-point plan to revamp NRM grassroots, digitize party leadership

Kampala, Uganda: Aspiring NRM CEC member for Western Uganda, Eng. Jonard Asiimwe Akiiki has unveiled a comprehensive manifesto targeting the revitalization of grassroots mobilisation, youth engagement, and patriotic leadership ahead of the party’s National Delegates Conference this August.

Akiiki, who is vying for the position of NRM National Vice Chairperson for Western Uganda, says his candidature is a call to “restore the soul of the NRM” and champion the ideals of patriotism, discipline, and servant leadership.

The 32-page manifesto outlines a six-point action plan aimed at repositioning the NRM’s presence and performance across the sub-region.

“We must go back to the roots of our Movement. The party is losing touch with ordinary citizens because our leaders have forgotten the values that built the NRM: sacrifice, community mobilisation, and servant leadership,” Asiimwe writes in his manifesto.

Among his key proposals, Asiimwe pledges to create regional zonal offices to enhance party coordination and accessibility across Western Uganda. He also vows to spearhead mentorship programs to groom the next generation of NRM cadres, revive patriotic clubs in schools, and strengthen collaboration with RDCs, DPCs, and LC5 chairpersons for effective government programme monitoring.

Eng. Asiimwe further promises to champion the deployment of a digital CEC performance scorecard to ensure accountability among elected leaders, noting that the NRM’s strength lies in discipline and measurable results.

“Our failure to monitor service delivery has created resentment. We must be on the ground, not in air-conditioned boardrooms,” he notes.

The manifesto also reveals Akiiki’s commitment to women’s empowerment and PWD inclusion through targeted capacity-building, economic support initiatives, and proactive participation in the Parish Development Model (PDM), Youth Livelihood Programme (YLP), and Emyooga funds.

A former student leader and patriotic club ambassador, Eng. Asiimwe previously served as NRM National Youth Treasurer and has been actively involved in mobilization efforts through the Office of the NRM National Chairman (ONC) led by Hajjat Hadijah Namyalo.

Jonard Asiimwe is expected to face off with veteran NRM politicians during the highly competitive Central Executive Committee (CEC) elections set to take place during the NRM National Delegates Conference from August 27–28.
