King Ceasor demands full Integration of Entrepreneurs League into NRM party structures

King Ceasor Mulenga plans to push for the formal recognition of the Entrepreneurs League in NRM structures.

Kampala, Uganda: Businessman King Ceasor Mulenga, who is vying for the position of National Chairperson of the NRM Entrepreneurs League (2025–2030), has launched a spirited campaign to have the league officially incorporated into the ruling party’s governance structures, declaring it a matter of fairness and party cohesion.

In an exclusive interview with DailyExpress at his offices in Nakasero on Wednesday, King Ceasor said the Entrepreneurs League remains the only NRM-affiliated wing without representation from village to national level, unlike the Women, Youth, Elders, and PWD Leagues.

“The entrepreneurs want to be treated like others. We want a member at the LC1, up to Parliament. Why should the people who pay taxes not be represented in decision-making?” King Ceasor asked.

The Businessman revealed that over 40 lawyers on his team are currently drafting a proposal to amend the NRM constitution to embed the Entrepreneurs League in the same structure as other special interest groups.

The reforms, according to King Ceasor, would require approval from the party’s Central Executive Committee (CEC), followed by endorsement at the National Delegates Conference and eventual implementation by the government.

“This is not just a campaign promise, it is a strategic correction,” he said. “Without structural inclusion, the unique needs of Ugandan entrepreneurs, especially those struggling with access to markets, affordable credit, and value-addition, go unheard.”

King Ceasor warned that without formal representation, Uganda’s entrepreneurial class remains marginalised in policy formulation. “You can’t expect to grow a tax base when you ignore the people who build it,” he said.

Bridging the Gap Between Entrepreneurs and Government

As part of his broader platform, King Ceasor is also pushing for more accessible information for entrepreneurs, including simplified updates on investment laws, tax reforms, and incentives available through the Uganda Investment Authority (UIA).

To achieve this, he plans to publish a quarterly magazine and develop a knowledge-sharing network to help rural and urban entrepreneurs access capital and navigate regulation. “There are local investors who qualify for five-year tax exemptions but don’t even know how to apply. That is a failure in information flow, and it’s my job to fix that,” he said.

King Ceasor also called for government and financial institutions to support local business owners with “standard offers” that lower interest rates, speed up loan processing, and increase the mortgage value of local property used as collateral.

“When foreigners come here, they add value and take the profits. Ugandans must now finish the job themselves; own the process from production to export,” he added.

“I, therefore, appeal to all five delegates per district to vote for structural change. Entrepreneurs must have a voice in the party that governs their taxes, their markets, and their opportunities,” King Ceasor said.

CEC Elections and National Delegates Conference

King Ceasor is one of several high-profile candidates in the NRM’s ongoing internal elections for its top leadership positions, including the 1st National Vice Chairperson, Female National Vice Chairperson, Chairpersons for the Entrepreneurs League, Veterans League, six regional Vice Chairpersons, and other strategic portfolios.

The NRM Electoral Commission has set August 22–25, 2025, as the official dates for the National Delegates Conference, where over 24,000 delegates will elect new members of the Central Executive Committee (CEC) and endorse President Yoweri Museveni as the sole party flag bearer for the 2026 elections.
