Kampala, Uganda: Businessman King Ceasor Augustus Mulenga, the aspiring National Chairperson of the NRM Entrepreneurs League, has announced an additional Shs1.2 billion cash injection into regional SACCOS, marking a significant boost to Uganda’s entrepreneurial financing and youth empowerment initiatives under the ruling party.
The announcement was made Saturday, August 2, at King Ceasor’s offices in Nakasero, where he officially launched the Kampala Region Entrepreneurs SACCO with a prior Shs100 million pledge fulfilled.
The total support extended this week by King Ceasor to the league’s SACCOS now stands at Shs1.8 billion, Shs600 million already disbursed, and Shs1.2 billion newly pledged.
“When the people call, I listen. Since you have asked me to expand the fund to all 18 sub-regions other than the six regions, I have pledged an additional Shs1.2 billion to add on the Shs600m which I had already authorized through the finance team to avail for the six regions,” King Ceasor declared during the launch.
The launch, attended to by delegates, mostly from Kampala and Central, received massive applause and chants of solidarity for King Ceasor’s bid for the chairmanship.
Revamping the League Structure
King Ceasor also unveiled his vision to restructure the NRM Entrepreneurs League from the grassroots at the LC1 level up to the National Executive Council. “Just like the Youth, Women, and Workers Leagues, we shall have a functioning and organized Entrepreneurs League, with leadership right from the village level,” he emphasized.

To reinforce his commitment to youth-led innovation, he also revealed plans to install Quantum Technology Hubs within each regional office, empowering members with skills in artificial intelligence and emerging tech to compete in a globalized entrepreneurial economy.
King Ceasor further declared June 27, the United Nations Day for Micro, Small and Medium Enterprises, as the official NRM Entrepreneurs Day that will be celebrated annually, and added to the party’s official calendar.
He also pledged to set up a dedicated Travel Bureau at his Kampala-based offices to assist party cadres in acquiring visas and passports at subsidized rates, so that they can travel around the world for entrepreneurial benchmarking.
Mulenga also vowed to introduce a quarterly Entrepreneurs League Magazine focused on market trends, government investment programs, and global entrepreneurship opportunities. “Entrepreneurs need information, exposure, and a helping hand — not just slogans,” he told the delegates on the afternoon.
University Scholarships and Inclusive Credit
To bolster the Entrepreneurs League and its members inclusively, King Ceasor pledged an offer of 360 full scholarships to his King Ceasor University, five for each of the five executive members at the district level across the 18 sub-regions. “Leadership without empowerment is empty. These scholarships will build minds to lead our country’s industrial future,” he said.
The Businessman and philanthropist clarified that even non-member NRM entrepreneurs in the regions would be eligible for affordable SACCO loans, provided they meet the credit criteria. This inclusivity, he noted, reflects the NRM’s ideology of shared prosperity.
Several delegates interviewed by DailyExpress expressed overwhelming support for King Ceasor’s leadership bid, citing his consistency and financial commitment. “No one else in this race has shown this level of sacrifice and action,” said one Hussein Kagimu from Kyotera. “He’s already walking the talk.”
“As a woman entrepreneur, I see hope in his scholarships and grassroots organization,” added Joanitah Magimbi from Nkaawa Division. “We are voting Ceasor, no question.”
