Kajjansi, Uganda: Police in Kajjansi are holding an unidentified foreign national and a boda boda rider after a foiled extortion plot in which fake bombs were allegedly planted at Absa Bank and Guild Forex Bureau, both located at Quality Supermarket, Lubowa, along Entebbe Road.
According to a police report, on Tuesday, August 19, 2025, the suspects delivered envelopes containing threatening letters to staff at the two financial institutions.
The letters claimed that a pipe bomb had been planted at the entrances and demanded a ransom of $120,000 (UGX 427m), €20,000 (UGX 83m), £20,000 (UGX 96m), and UGX 30m to prevent detonation.
Police swiftly cordoned off the area, and a bomb squad was dispatched to inspect the alleged explosives. The devices were later confirmed to be fake.
How the Plot Was Hatched
Further investigations revealed that the foreign national, described as a “Whiteman” by eyewitnesses, handed the envelopes to Madi Muteta, a boda boda rider, to deliver to the bank and forex bureau staff.
Muteta, who is also in custody, told police he was paid UGX 20,000 for the delivery and had no knowledge of the extortion plot. “I was just happy to be paid twenty thousand shillings for a short ride. I did not know it would land me into trouble,” he stated in his confession statement.
CCTV cameras along Entebbe Road helped detectives track the vehicle used by the foreign suspect, leading to his arrest. Police say the man has refused to reveal his identity and remains under interrogation.
Police Speaks Out
Kampala Metropolitan Police spokesperson Patrick Onyango confirmed the arrests and said investigations were ongoing.
“We are holding a foreign national and a boda boda rider in connection with fake bomb threats and ransom demands at financial institutions in Kajjansi. The bomb squad confirmed the devices were not real explosives. The foreign suspect has not yet provided his details,” Onyango said, adding that the suspects remain in custody at Kajjansi Police Station as inquiries continue.
