Serere, Uganda: Okwii Emmah, a rising figure in the Patriotic League of Uganda (PLU), has unveiled a transformative vision for Serere County, pledging to deliver community-centered leadership despite his recent setback in the NRM primaries.
Okwii, widely known in Teso for his grassroots mobilization, has come out as a steadfast supporter of President Museveni’s campaigns and a strong advocate of the PLU agenda under Gen. Muhoozi Kainerugaba. His leadership, he says, is anchored on improving service delivery and restoring hope for Serere residents.
A Track Record in Mobilization
Okwii’s political journey has been marked by active engagement in mobilization campaigns across Teso, Busoga, and Bukedi sub-regions, including the high-profile MK Movement tournaments. His involvement has helped rally support for the NRM while positioning the PLU as a force in the region’s politics.
A Community-Centered Vision
At the heart of Okwii’s agenda is a promise to empower communities through tangible service delivery projects. Among his flagship initiatives are:
- Solar street lights to illuminate markets, schools, hospitals, and trading centers, improving security and extending business hours.
- Free death announcements to ease financial burdens on grieving families.
- Medical books for Health Centres II–IV to strengthen healthcare delivery.
- Feeder road grading to boost market access for farmers, ease transport, and improve access to schools and health services.

Championing the People’s Cause
Okwii maintains that his political journey is rooted in the aspirations of Serere’s people, vowing to reclaim what he terms the “people’s rightful victory.” His message resonates strongly with the youth, women, elderly, and persons with disabilities, who view him as a unifying figure for a brighter future.
“Serere deserves meaningful change and development driven by its people, for its people. That is the leadership I represent,” Okwii emphasizes.
As his popularity grows, supporters argue that Okwii Emmah embodies the next generation of leaders who blend loyalty to the ruling establishment with fresh, grassroots-driven ideas.
