Kampala, Uganda: The Electoral Commission (EC) has directed cultural and traditional institutions across Uganda to work closely with regional and district returning officers in promoting voter education ahead of the 2026 general elections.
The guidance follows a formal request by Steven Masiga, spokesperson of the Bamasaaba cultural institution and acting chairperson of spokespersons for all cultural and traditional institutions in Uganda, who petitioned the EC for financial support to strengthen voter sensitization campaigns within communities.
In his letter, Masiga argued that cultural institutions remain trusted structures within society and could help reverse the worrying trend of voter apathy, low turnout, and high numbers of invalid ballots observed in past elections. “Our role as cultural spokespersons is to mobilize, inform, and guide our people. Voter education is critical, and with adequate support, cultural institutions can bridge the gap between government and communities,” he stated.
Responding to Masiga, Mr. Richard Komugisha, the Acting Secretary of the Electoral Commission, commended the role cultural and traditional institutions have played in civic participation and encouraged them to directly interface with regional and district EC officials to implement the voter education program.
Masiga confirmed that fellow cultural spokespersons across the country—including representatives from Buganda, Busoga, Tooro, Rwenzururu, and Lango—have since been briefed on the EC’s guidance. He said cultural leaders will use radio stations, community gatherings, and clan structures to roll out voter sensitization.
“Cultural institutions have a duty to mobilize their people to actively participate in government programs, and civic education is a critical component of this. We must use our platforms to ensure that every citizen is informed and ready to participate in the elections,” Masiga emphasized.
