Todwong interdicts Kaliro NRM boss over alleged misuse of Shs53m youth funds

NRM Secretary General, Rt. Hon. Richard Twodongo asked Mr. Dyaka Eric to step aside from official duties pending investigations into complaints about the handling of election funds.

Kaliro, Uganda: The NRM Secretary General, Rt Hon Richard Todwong has interdicted Kaliro District’s Administrative Secretary, Mr. Dyaka Eric, amid alarming allegations of misappropriating Shs 53,820,000 allocated for village youth elections.

The directive, issued on September 1, dircted Mr. Dyaka to step aside from official duties pending investigations into complaints about the handling of election funds. His interdiction stems from complaints regarding the handling of funds disbursed to support the recent youth elections.

As part of the party’s preparations, the NRM secretariat allocated 90,000 shillings to each of the 598 villages in Kaliro District, amounting to 53,820,000 shillings. However, reports indicate that upon receiving the funds, Mr. Dyaka directed that only 50% of the money be released to subcounty youth chairpersons. This decision was contrary to official circular guidelines.

Initially, the youth leaders complied, unaware of the circular’s stipulations. The matter, however, escalated after the guidelines were later circulated on WhatsApp platforms. Angered by the alleged diversion of funds, youth leaders, led by the subcounty GISO and the NRM Chairperson of Gadumire Subcounty, petitioned the offices of the Resident District Commissioner (RDC) and the District Internal Security Officer (DISO) for clarification.

The growing discontent prompted an emergency meeting at Kaliro Country Resort Hotel, bringing together the District NRM Executive and subcounty youth chairpersons from the district’s 15 subcounties.

The meeting resolved to impose an initial 14-day interdiction on Mr. Dyaka in July to allow for investigations. He later resumed office, but pressure from the youth continued to mount, eventually drawing the attention of the NRM Secretariat in Kampala.

Following recommendations from the District NRM Executive Committee, the Secretary General’s letter further directed that Mr. Tabingwa Julius, the NRM District Returning Officer, temporarily assume office as investigations proceed.

The probe’s outcome will determine whether Mr. Dyaka faces disciplinary action or is cleared of wrongdoing.
