Pallisa, Uganda: The Pallisa District Local Government has awarded contracts worth Shs3.56 billion to 27 contractors for works and supplies in the 2025 financial year, with officials cautioning against shoddy performance and urging accountability to the benefiting communities.
The contracts were announced during a ceremony held Friday, September 12, at Pallisa Community Hall, where Chief Administrative Officer (CAO) Mr. Fredrick Byekwaso also unveiled Mr. Omutuju Ronald, the District Education Officer, as the new Contracts Committee Chairperson. He replaces Mrs. Christine Malinga, the District Commercial Officer, who had served two terms.
Mr. Omutuju tasked the contractors to commit to quality delivery, warning that failure to provide monthly site reports as required by law would attract penalties of Shs200,000.
District Natural Resources Officer, Mr. Mohammed Samuka, raised concerns about contractors deliberately ignoring environmental conservation guidelines, especially tree planting at project sites. “Nobody should come to me for clearance unless I have physically assessed the environmental impact,” he stressed.

CAO Byekwaso reminded contractors to always provide local leaders with copies of the Bill of Quantities (BOQs) to build trust and transparency with communities. He further warned against shoddy work, saying it undermines government programs and erodes support for President Museveni.
“You have been awarded these works in September; by December, all sites should be completed. Note that no advance payments will be given,” he emphasized.
District Engineer, Eng. Michael Ongwara challenged contractors and site engineers to cooperate with district supervisors and avoid compromising standards. “I will not issue certificates of completion until structures meet the required standards. Demolition will be ordered for substandard work,” he cautioned.
Resident District Commissioner (RDC) Mr. Magid Dhikusooka underscored the importance of value for money and urged contractors to ensure communities are made aware that the projects are funded by President Museveni’s government.
“Guard the President’s name by doing quality work that markets him. Fair profits and proper delivery will sell both your company and the NRM government,” he said.
