EOC faults Namisindwa DLG over discrimination, misuse of public funds

The Equal Opportunities Commission has ordered Namisindwa District to address discrimination and financial misuse within 15 days.

Namisindwa, Uganda: The Equal Opportunities Commission (EOC) has put at fault the Namisindwa District Local Government, pinning it for discrimination, unfair recruitment practices, and financial irregularities in a damning ruling that has rocked the district leadership.

The case was filed by Mr. Ongom Isaac, who accused the district and its District Service Commission of sidelining him in the recruitment of a District Production Officer despite his superior qualifications.

According to the ruling obtained by DailyExpress, the Commission established that Mr. Mityero David has illegally served in an acting capacity since 2017 without the required postgraduate qualifications, while Ongom was unfairly frustrated through irregular job re-advertisements and denial of facilitation allowances.

The EOC also unearthed abuse of office and misuse of funds under the agricultural extension grant and micro-scale irrigation programme. The findings pointed to irregular contractor payments and mismanaged fuel allocations that undermined service delivery.

As part of the directives, Mr. Leonard Kitavuja, the Chief Administrative Officer, has been ordered to appoint a new officer to act as District Production Officer in the 2025/26 financial year, fast-track Ongom’s promotion, and conclude recruitment for the substantive position.

The Commission further recommended that Ongom be compensated, that corruption allegations be fully investigated, and that Mr. Mityero David be prosecuted for illegal access to district records.

Namisindwa District has been given 15 working days to comply with the directives.
