Kampala, Uganda: The Uganda Secondary Schools Sports Association (USSSA) and the Uganda Primary Schools Sports Association (UPSSA) have merged into a single umbrella body, giving birth to the Uganda Schools Sports Federation (USSF), in a landmark move aimed at meeting international affiliation standards.
The decision was reached during a two-day retreat of executive members from both associations, chaired by Rev. Can. Duncans Mugumya, Commissioner of Physical Education at the Ministry of Education and Sports.
Mugumya said the merger was long overdue, stressing that international sports bodies view school sports as a single entity, not separated by primary or secondary levels. “This move will help bridge gaps in representation and affiliation,” he said, adding that it will also strengthen the fight against double licensing and age cheating through better athlete tracking from grassroots level.
USSSA President Justus Mugisha described the development as a timely boost for talent growth. “This will facilitate seamless knowledge transfer between primary and secondary levels, enhance capacity building, and improve our readiness for international competitions,” he said.
UPSSA President William Bwambale welcomed the federation, noting that it equalizes the role of both associations in advancing school sports. “USSSA had already made strides in international affiliations. With this new federation, we now have a unified platform that ensures both associations are equally relevant,” he said.
According to the framework, USSSA and UPSSA will continue running their domestic activities independently, but will each nominate five representatives to the USSF electoral college. The electoral college will elect a president, while the runner-up will serve as vice president.
Both associations will consolidate their inputs into a draft constitution to be reviewed and ratified by the Ministry of Education and Sports.
