Luzira, Uganda: The Deputy Inspector General of Government (IGG), Dr. Patricia Achan Okiria, has challenged senior cadet prisons officers to uphold integrity, transparency, and patriotism as pillars of their future leadership in Uganda’s public service.
Addressing cadets at the Prisons Training School in Luzira, Dr. Okiria delivered a lecture titled “Public Financing, Accountability, and the Role of the IGG”, in which she underscored the central role of accountability in ensuring efficient and effective utilization of public resources.
“As future leaders, you must understand that integrity is non-negotiable. Transparency builds public trust, and without it, governance systems collapse,” Dr. Okiria said.
She explained the mandate of the IGG, including enforcement of the Leadership Code, asset declarations, and investigations into misconduct. She noted that accountability remains the foundation for fighting corruption and strengthening good governance.
Dr. Okiria, a seasoned lawyer with expertise in Human Rights Law and Regulatory Compliance, emphasized that public servants must lead by example if the country is to achieve meaningful development.
Cadet Officer Kobusinge, one of the trainees, welcomed the lecture as timely. “Dr. Okiria’s advice on leading with integrity truly resonated with me. I have learned valuable principles that I will carry forward in my duties with patriotism,” she said.
Dr. Okiria later described the engagement as “great,” commending the cadets for their attentiveness and commitment to ethical leadership.
The session formed part of broader efforts by the Inspectorate of Government to instill a culture of integrity across public institutions, preparing future prisons officers to become champions of transparency, accountability, and service to country.
