Kalangala, Uganda: The Attorney General of Uganda, Mr Kiryowa Kiwanuka, and the NRM Vice Chairperson for Buganda, Hon Kyeyune Haruna Kasolo, have declared that the ruling party’s dominance in Buganda is unshakable, citing a string of unopposed victories across districts as proof of opposition decline ahead of the 2026 elections.
Speaking to thousands of NRM supporters at Kibanga Playgrounds in Kalangala Town Council on Sunday, Kasolo, who is also State Minister for Microfinance, thanked delegates for backing him in the recent CEC elections and said Buganda had overwhelmingly rallied behind the mighty ruling party.
“In Greater Buganda, over 60 LC5 councillors have already gone through unopposed. These are positions that do not require academic qualifications, so the opposition has no excuse. Their absence shows their lack of ground support,” Kasolo said.
He cited district-by-district figures, including 12 councillors and an LC5 chairperson in Sembabule, 11 in Rakai, 9 in Kalangala, 9 in Lyantonde, 8 in Kyotera, 5 in Bukomansimbi, 3 in Kalungu, 3 in Lwengo, and 2 in Masaka.
Kasolo said the NRM enters 2026 stronger than before, already holding positions before the Electoral Commission announces results. He urged residents to back President Museveni and all NRM flag bearers, cautioning against independents who he said weaken the party’s support base.
He highlighted government efforts to ease transport for islanders, pointing to free transport vessels linking Entebbe, Masaka, and Kalangala, and pledged to lobby for more ships once additional NRM leaders are elected.

In a show of support and gesture of goodwill, Kasolo extended a cash contribution of UGX 1 million to the Masaza Cup for Ssese FC and noted the Buganda Parliamentary Caucus had added UGX 5 million towards the same cause.
The minister further appealed to the Attorney General and security agencies to show leniency to boda boda riders and fishermen detained for minor offences, urging the release of their motorcycles and boats to sustain livelihoods.
In response to his call, AG Kiryowa Kiwanuka, who officiated as the chief guest, assured residents that the President had already directed security agencies to review such cases. “Government’s aim is to support livelihoods, not frustrate them. Fishermen and boda boda riders involved in minor infractions will be released unconditionally, and their boats and motorcycles returned,” Kiwanuka said.
He reminded islanders that government had increased Parish Development Model funding from UGX 100m to UGX 200m per parish, and urged households to seize the opportunity, and revealed infrastructure projects already underway.
“Power China has been contracted to tarmac one of the roads linking Kalangala to the mainland, with compensation already completed. A new power line from Masaka to Kalangala is being developed to stabilise the electricity supply,” he said.

Local NRM leaders who spoke at the same rally also raised district priorities.
Hon. Sunday Gerald Kayita called for the Nyendo–Bukakata road completion, a ferry and bridge for Kyamuswa, and seed schools for all sub-counties, while Agnes Lunkuse Mulwanya, NRM flag bearer for LC5 Chairperson, decried lack of an ambulance at the district hospital and urged doubling of women empowerment funds.
Former Woman MP Hon. Aidah Nabayiga rallied support for a tarmacked Masaka–Kalangala road and a new ferry, while Caroline Bulungi Nanyondo, NRM flag bearer for Kyamuswa Constituency, criticised residents for voting opposition MPs who “cannot deliver government commitments.”
The high-profile mobilisation rally was attended by Minister Kasolo, Attorney General Kiryowa Kiwanuka, RDCs, MPs from Buganda, and senior security officials.
