Inside URSB’s 5-Year strategic plan to position Uganda as top regional business hub

Kampala, Uganda: The Uganda Registration Services Bureau (URSB) has launched its five-year Strategic Plan IV (2025/26–2029/30), a bold blueprint designed to transform Uganda into the region’s leading hub for doing business and global investment.

The plan, approved by the National Planning Authority, is anchored on the theme “Positioning Uganda as the Best Destination for Doing Business” and aligns with Vision 2040, the Fourth National Development Plan, the UN 2030 Agenda, the African Union’s Agenda 2063, and the East African Community Vision 2050.

Registrar General, Ms. Mercy K. Kainobwisho, said the new plan builds on URSB’s record of innovation and service delivery. “This Strategic Plan represents both renewal and continuity. Registrations grew by an average of 21% annually in the last five years, while Uganda earned its first Geographical Indication certificate for Rwenzori Mountains of the Moon Coffee. With these milestones, we are signaling that Uganda is open for business,” she stated.

Board Chairman, H.E. Amb. Francis Butagira reaffirmed URSB’s mandate: “We are committed to creating an environment where investors, innovators, and entrepreneurs can thrive. This plan is about formalising opportunity and driving transformation.”

The resource framework for the plan is estimated at UGX 552.78 billion. Mr. Moses Kaggwa, Acting Director of Economic Affairs at the Ministry of Finance, said its implementation must be matched with disciplined resource mobilisation.

“This Strategic Plan aligns seamlessly with national priorities of industrialisation, private sector growth, and job creation,” he added.

Over the past five years, URSB has expanded digital innovations, modernised Uganda’s commercial legal framework, strengthened non-tax revenue collection by over 55%, and streamlined services through the Online Business Registration System (OBRS).

According to the Permanent Secretary at the Ministry of Justice, Mr. Robert Kasande, 90% of planned reforms under the previous plan were achieved, including amendments to the Companies and Insolvency Acts, which boosted transparency and safeguarded investors.

Strategic Plan IV will focus on expanding access, embedding accountability, strengthening institutional resilience, and promoting gender-responsive planning. URSB says the reforms will not only boost investor confidence but also cement Uganda’s standing as a trusted gateway for trade and enterprise in Africa.
