Uganda Law Society unveils roadmap for long-awaited elections for JSC nominees

Entebbe, Uganda: The Uganda Law Society (ULS) has released the official roadmap for the long-awaited elections of its nominees to the Judicial Service Commission (JSC) and the East African Law Society (EALS) Deputy Secretary General slot, setting October 18, 2025, as polling day at Imperial Resort Beach Hotel in Entebbe.

The development ends months of uncertainty following repeated postponements of the JSC elections, which had attracted concern among members over representation gaps at the Commission.

The JSC is the constitutional body mandated to advise the President on the appointment and discipline of judicial officers, making the elections critical for safeguarding the independence of the judiciary and the rule of law.

According to the roadmap issued by ULS, the electoral process began on September 24, but the nomination of candidates for the EALS Deputy Secretary General post will take place at the ULS Secretariat on Saturday, September 27, 2025, from 10:00 am to 2:30 pm.

For the JSC contestants, written confirmation of candidature must be submitted by September 30, followed by a candidates’ briefing session at ULS Headquarters later that day from 2:30 pm to 3:30 pm.

The official campaign period, according to ULS, will run from October 1 to October 17, with candidates expected to participate in debates during the same window. The society has also set October 14 as the deadline for members to clear their payments and update the electoral roll, which will be displayed at the Secretariat on October 15.

On the same date, candidates are required to appoint agents to oversee polling and vote counting.

Delivery of ballots and polling materials to Entebbe is scheduled for October 17, ahead of voting on October 18, between 9:00 am and 3:00 pm, while an elections closure report will be published on October 25 to mark the conclusion of the exercise.

Before the suspension of the elections in December 2024, the following had been nominated by the ULS for the JSC slots, and they will tussle it out in the October 18 elections as the bar races against time during its extended six-month period.

The long-awaited JSC elections are expected to attract keen interest from the legal fraternity, given the strategic influence of ULS representatives on the commission. Previous delays had sparked debate within the Society, with some members raising concerns about compliance with the ULS Act and the broader impact on judicial governance.

The EALS Deputy Secretary General election, which runs alongside, also comes at a crucial moment for Uganda’s legal voice at the regional bar, as the East African Community continues to expand its integration agenda.
