Kampala, Uganda: Victoria University Kampala has issued a strong statement warning the public against a fraudulent scheme in which unknown individuals are impersonating the institution’s Vice Chancellor, Prof. Lawrence Muganga, to extort money through fake project solicitations.
The University issued the alert on Saturday, September 27, 2025, after receiving complaints about multiple emails sent to unsuspecting individuals. The emails, which bear the name of Prof. Muganga, reportedly ask recipients to contribute funds towards a fictitious project allegedly under Victoria University, whereas not.
Julius Bukyana Kato, the University’s Corporate and Public Relations Manager distanced the institution from the scam, stressing that both the university and its Vice Chancellor are not involved in any such initiative.
“Victoria University’s Vice Chancellor is in no way connected to this project, nor is the University. We urge the public not to fall prey to such fraudulent schemes,” said Bukyana.
He emphasized that the fraudulent emails are part of a wider ploy by ill-intentioned actors to tarnish the reputation of one of Uganda’s leading private institutions of higher learning. He urged the public to remain vigilant, avoid sharing personal information, and promptly report any suspicious communications claiming to originate from Victoria University.
“These people are conmen. They are using the good name of our Vice Chancellor and our University to steal from innocent Ugandans. We advise the public to ignore such messages and verify any communication directly with the University before taking action,” Bukyana added.

The University further reiterated its mission to offer actionable education rooted in technology-driven solutions and aligned with global standards. It noted that maintaining professionalism, transparency, and integrity remains central to its operations.
“Our greatest mandate is to deliver education that equips learners with practical skills for the modern world. We shall not be distracted by fraudsters whose only aim is to exploit people,” the statement reads in part.
