Kampala, Uganda: State House has clarified that former Minister of State for Gender, Governance, and Community Development, Hon. Jane Frances Kuka, was accorded an official state burial, contrary to recent media reports suggesting otherwise.
Hon. Kuka, 72, died on September 23, 2025, at Nakasero Hospital in Kampala after a prolonged illness and was buried last Sunday in Amukol Sub-County, Kapchorwa District. Some local media outlets had reported that her funeral was a “quiet ceremony” without the anticipated state honours.
However, the Special Presidential Assistant on Press and Mobilization, Haji Faruk Kirunda, emphasized that President Yoweri Kaguta Museveni granted Hon Kuka a state-sanctioned burial, including a gun salute.
While the National Organising Committee (NOC) had been instructed to oversee the arrangements, Kirunda says Kuka’s daughter opted to personally manage the funeral, but the State House still facilitated her with the necessary funds, and official records document the process.
“The fact of the matter is that the late Hon. Frances Kuka was granted an official burial by H.E @KagutaMuseveni, including a gun salute. The President had directed the NOC to handle the arrangements, but Hon. Kuka’s daughter insisted on taking charge and was, accordingly, facilitated with money to do so, and the records to that effect are available,” Haji Kirunda posted on his official X account on Tuesday morning.
He emphasized that the clarification aims to correct public perception and affirm that Hon. Kuka received full state recognition for her service to the nation.
