Dokolo, Uganda: President Yoweri Kaguta Museveni, the NRM Presidential Flagbearer, on Wednesday received a heroic welcome in Dokolo District as thousands thronged Dokolo Technical School playgrounds to hear him unpack the ruling party’s 2026–2031 Manifesto.
The President, who arrived to jubilant chants and traditional dances, was received by senior NRM leaders, including Speaker of Parliament Rt. Hon. Annet Anita Among, the Party’s Vice Chairperson for Northern Uganda, Hon. Hamson Obua, alongside the NRM Secretary General, Rt. Hon. Richard Todwong.
Addressing the massive crowd, Museveni highlighted the critical pillars of the manifesto, officially launched on September 30, which emphasize protecting the gains Uganda has achieved under NRM leadership while accelerating socio-economic transformation.
He cited Uganda’s progress in poverty reduction, noting that poverty levels had dropped from 21.4% in 2016 to 16.1% in 2025, while the proportion of subsistence households had declined from 68.9% to 33.1%. He pledged to drive Uganda into high middle-income status with a projected GDP of $66.1 billion by FY2025/26.

Museveni also outlined NRM’s infrastructure agenda, promising expanded roads, railways, electricity connections, schools, and health facilities to support economic growth. He emphasized agro-industrialization, value addition in agriculture and minerals, and creation of industrial zones as central to job creation and wealth generation.
On governance, Museveni reaffirmed his commitment to decentralization, land reforms, and zero tolerance for corruption, while stressing that peace and security remain the backbone of Uganda’s development.
The President assured teachers, health workers, and civil servants of continued salary enhancements under the NRM government.

Mr Museveni told the rally that his government’s priority is to bring every Ugandan into the money economy and secure lasting prosperity. “The NRM will continue to safeguard peace, create wealth, and ensure that no Ugandan is left behind,” he said.
