Kampala, Uganda: Police have arrested Assistant Superintendent of Police (ASP) Clive Nsiima Barigye, who appeared in a viral CCTV footage assaulting a female supermarket attendant at a fuel station in Kyanja, Kampala, during a heated dispute over an unpaid bill of Shs30,000.
The viral video, widely circulated on social media, shows Nsiima, attached to the Counter Terrorism Directorate under the Oil and Gas Protection Unit, but dressed in civilian attire, berating the cashier before slapping her twice across the face.
“I am parking; have you ever driven such a car?” he is heard saying before adding, “She’s there disturbing me over Shs30,000. Do you think I can run away with Shs100,000? I can slap you even with these cameras here, and tomorrow we go to court.”
But Police spokesperson Rusoke Kituuma confirmed the arrest of the suspect on Tuesday evening. “I hereby confirm he has been arrested,” he said.
Nsiima was apprehended following a joint operation by officers from Kyanja Police Post and the Professional Standards Unit (PSU) and is expected to face charges of assault and threatening violence under Sections 235 and 236 of the Penal Code Act — offences that carry penalties of up to five years imprisonment.
A police extract seen by DailyExpress lists the case under reference 08/07/10/25 at Kyanja Police Post. The victim has since filed a formal complaint and is receiving counseling and medical assistance.
The incident has sparked widespread public outrage, with Ugandans on social media demanding swift disciplinary action and stronger enforcement of accountability within the Uganda Police Force.
According to the Uganda Police Force’s 2023 Annual Crime Report, over 15,300 cases of assault and threatening violence were recorded nationwide — nearly 9% of all reported crimes. Human rights groups have repeatedly cited such incidents as evidence of a persistent culture of impunity within sections of the security forces.
Police say Nsiima remains in custody as investigations continue. “No one is above the law,” a senior officer told DailyExpress. “This case will be handled transparently and to its conclusion.” Senior police officers are typically detained at the Railway Police Station in Kampala during ongoing disciplinary probes.
