Karugire, Sengonzi and PS Bagiire scoop 2025 development awards for outstanding national service

Mr. Edwin Karugire(L), Dr. Sengonzi Damulira (C), and Hon. Vincent Bagiire (R) are the latest to receive the Uganda Development Champions Award 2025 from Public Opinions, recognizing their outstanding contributions to Uganda’s development.

Kampala, Uganda: Three distinguished Ugandan leaders, city lawyer Edwin Karugire, economist Dr. Sengonzi Damulira, and renowned diplomat Hon. Vincent Bagiire, have been honoured with the Uganda Development Champions Award 2025 in recognition of their exceptional contributions to national development and service to the country.

The annual awards organized by Public Opinions celebrate individuals whose work has significantly advanced the goals of Uganda Vision 2040 and the United Nations Sustainable Development Goals (SDGs).

The trio joins a select group of leaders recognized for driving transformation in governance, economic growth, and public service excellence.

President Yoweri Kaguta Museveni was also recognized as a Peace and Development Champion for his continued leadership in fostering peace, stability, and socio-economic progress across Uganda.

Dr. Sengonzi Edward Damulira, the Under Secretary at the Ministry of Finance, Planning and Economic Development (MFPED), was personally recognized for his policy leadership and fiscal management, which have strengthened Uganda’s macroeconomic stability.

With a PhD in Economics from Makerere University, Damulira’s research and administrative work have guided critical reforms in public finance and investment planning.

On the other hand, Mr. Edwin Karugire, a senior lawyer and Founding Partner at K & K Advocates, was recognized for his exemplary service in the legal sector, his contribution to Uganda’s business environment, and his advocacy for human rights and rule of law.

Over two decades, Karugire has advised on high-profile corporate and commercial transactions, positioning Uganda’s legal industry on the regional stage.

Hon. Vincent Bagiire, Permanent Secretary in the Ministry of Foreign Affairs, was awarded for his leadership in strengthening Uganda’s foreign policy and regional cooperation. With an extensive background in ICT policy and governance, Bagiire has made significant contributions to international treaties, conventions, and the development of Uganda’s digital policy landscape. He is an Ashoka Fellow for life and an Archbishop Desmond Tutu Leadership Fellow.
