Rubanda, Uganda: The NRM Government has officially launched its nationwide #ProtectingTheGains campaign, aiming at protecting development gains and promoting quality service delivery across the country.
The launch, held in Rubanda District on Tuesday, was led by Maj. Martha Asiimwe, Head of the RDC Secretariat and Anti-Corruption Unit (ACU) in the Office of the President, who emphasized citizen participation in government programs and accountability in public resource management.
Addressing district leaders, civil servants, cultural and religious figures, and community members, Maj. Asiimwe highlighted the critical role of local engagement in socio-economic transformation under President Yoweri Museveni’s leadership.
She urged the people of Rubanda to actively participate in development programs such as the Parish Development Model (PDM), Youth Livelihood Program (YLP), Emyooga, Uganda Women Entrepreneurship Program (UWEP), and support for People with Disabilities (PWDs).
The RDC Secretariat boss reported that as of June 2025, the government had invested UGX 3.3 trillion into PDM nationwide, with each of Uganda’s 10,594 parishes receiving UGX 100 million annually through Parish SACCOs.
In Rubanda alone, PDM funds amounting to UGX 13.33 billion have benefited 13,441 people through 69 SACCOs, while the Emyooga program disbursed UGX 2.25 billion to 32 SACCOs. YLP reached 1,583 youth with UGX 920.6 million, UWEP supported 1,774 beneficiaries with UGX 614.5 million, and PWDs received UGX 115.1 million to 422 beneficiaries.
Maj. Asiimwe emphasized the importance of accountability, urging leaders and civil servants to actively supervise programs, prevent mismanagement, and ensure government funds reach their intended beneficiaries.
She stressed that proper oversight of contractors, teachers, health workers, and public services was essential for sustaining Uganda’s development gains.
On infrastructure, the RDC noted that Uganda’s road network has expanded from 1,900 km of tarmac in 1986 to over 6,850 km, with a total network of approximately 21,000 km, connecting border to border and district to district. Rubanda receives UGX 1 billion annually for road rehabilitation and development.
Security in Rubanda and the greater Kigezi sub-region remains a priority. Maj. Asiimwe underscored the role of peace and stability as the foundation for development, tourism, and investment, noting Uganda hosts over 1.5 million refugees due to its safety and stability in the region.
Tourism was highlighted as a key sector, with Rubanda’s Lake Bunyonyi attracting 280 tourists, Bwindi Impenetrable National Park 650 visitors, and Echuya Forest 150 visitors. Maj. Asiimwe linked tourism growth to Uganda’s broader socio-economic transformation agenda.
She also called for civic engagement, urging community leaders to promote mass registration with the National Identification and Registration Authority (NIRA), environmental protection, and universal access to education through UPE and USE. Health infrastructure improvements were also emphasized, including two national referral hospitals, 19 regional referral hospitals, and over 3,600 health centers nationwide.
Maj. Asiimwe concluded by reiterating the government’s focus on four pillars of wealth creation: commercial agriculture, manufacturing and artisanship, services including tourism, and ICT. She encouraged all Ugandans to actively participate in building the national economy and defending Uganda’s gains under the NRM government.
“Successful leadership is like medicine: diagnose the issues and prescribe the right solutions,” Maj. Asiimwe said. She reminded leaders and civil servants that they are servants of the people and must uphold integrity, vigilance, and professionalism in all government activities.
