Luweero, Uganda: The Criminal Investigations Directorate (CID) in the Savannah Region has summoned Luweero District LC5 Chairperson, Mr Erastus Kibirango, for questioning over the alleged misuse of a government vehicle during a campaign rally for National Unity Platform (NUP) leader Robert Kyagulanyi, also known as Bobi Wine.
The summons, dated October 14, 2025, were issued by D/SSP Wetaya Fredrick, the Regional CID Officer for Savannah, directing Kibirango to report to the Regional CID Headquarters in Luweero at 9:00 AM, accompanied by the government vehicle registration number LG0066-068 and his official driver.
According to the letter, the investigation centers on a potential violation of Section 28(1) and (4) of the Presidential Elections Act, Cap 179, which prohibits the use of public resources for partisan political activities. Police sources say the inquiry aims to ensure compliance with electoral laws and accountability in the use of state assets during campaigns.
The letter, stamped “Received” by the Office of the Principal, Luweero District Local Government on October 13, emphasizes that the Chairperson must cooperate fully with investigators led by D/ISP Rhita Basemera.
Probe targets misuse of public assets
The investigation follows mounting public concern over the use of government resources in Uganda’s heated pre-election campaigns. It comes just days after the National Unity Platform (NUP) accused security forces of using UPDF trucks to transport supporters to NRM rallies, prompting a parliamentary debate on the army’s neutrality in politics.
Bobi Wine recently condemned such acts, arguing that partisan involvement by public institutions undermines Uganda’s democratic and constitutional order.
The summoning of an opposition-aligned district official for similar allegations reflects heightened scrutiny of both ruling and opposition figures ahead of the 2026 general elections.
