Kaliro, Uganda: The Office of the National Chairman (ONC) Coordinator for Kaliro District, Mr. Wabwire Andrew, has hailed the National Resistance Movement (NRM) government for transforming Busoga through decentralization, improved infrastructure, and expanded access to health and education services.
While appearing on NIS Media over the weekend under the topic “What is NRM Protecting in Busoga?”, Mr. Wabwire outlined the key gains the region has achieved under the NRM government and called for unity among party supporters ahead of the 2026 general elections.
He said the concept of “protecting the gains” is anchored in the decentralization policy introduced by the NRM in 1993 and later entrenched in the 1995 Constitution, which transferred power and resources to local governments — paving the way for the creation of new districts.
“When the NRM captured power in 1986, Uganda had only 33 districts. Today, due to decentralization, the country has over 130 districts and 11 cities. This has created job opportunities, improved service delivery, and expanded infrastructure,” Wabwire said.
He cited visible improvements in social service delivery, noting that every subcounty now has a health centre, every parish has a seed secondary school, and primary education is universal, thanks to deliberate NRM interventions.
Highlighting major infrastructure projects in the Busoga sub-region, Wabwire pointed out the Kamuli–Kayunga Bridge, Kaliro–Saka–Pallisa Bridge, and the New Nile River Bridge as symbols of the government’s commitment to regional development.
Through the district creation policy, Busoga now has over three district hospitals and a regional referral hospital in Jinja, which Wabwire said have brought healthcare closer to the people.
In addressing internal divisions within the party — particularly between Team Mulamu and Team Mama — Wabwire appealed for reconciliation, saying unity was crucial for NRM’s victory in the upcoming elections.
“In every election, there’s a winner and a loser. But after elections, we must come together. Both teams have a common goal — ensuring President Museveni wins the election. I appeal for harmony and unity,” he said.
Mr. Wabwire concluded by urging NRM supporters across Busoga to safeguard the achievements made under President Museveni’s leadership and to focus on wealth creation programs that can sustain the region’s progress.
