Jinja, Uganda: The territorial police in Jinja have arrested one Fred Kazungu, a 40-year-old Clinical Officer attached to Mpumudde Health Centre IV, for allegedly defiling a 5-year-old girl after luring her with yoghurt and biscuits.
Kiira Regional Police spokesperson SP James Mubi confirmed that the suspect initially contacted the victim’s mother, who runs a canteen at Mpumudde Health Centre IV, to inquire about her daughter’s whereabouts.
“The suspect allegedly lured the victim with yoghurt and biscuits on October 16. He approached the victim’s mother prior to the incident to find out where the daughter was,” SP Mubi stated in a Friday evening report.
According to police, the victim was later sent by Kazungu to a shop to buy the items before being taken to a room within the health facility premises, where the alleged assault occurred.
“Fred Kazungu allegedly undressed the victim and performed an unlawful sexual act. The health facility management promptly informed Mpumudde police station, which acted swiftly to arrest the suspect who had attempted to evade justice,” Mubi added.
Police are conducting all mandatory medical and investigative procedures to gather evidence for prosecution. Kazungu is expected to face charges of aggravated defilement, as the victim is under 18 and the suspect held a position of trust and authority.
“He will answer the charge of aggravated defilement because the victim is 5 and the suspect is in a position of authority where he is expected to provide guidance and maximum protection to the victim,” SP Mubi said.
The Kiira Regional Police Command has called on the Allied Health Professionals’ Council (AHPC) to revoke Kazungu’s professional certificate upon conviction.
