Kamuli, Uganda: The Kamuli LCV NRM flag bearer, Kaloli Dhizaala, has revived the traditional Bulungi bwansi community road maintenance drive, challenging residents to take a participatory role in improving their own welfare while demanding accountability from their leaders.
Launching the Community Road Initiative Campaign at Kagumba Sub-county’s Kyabazinga Road swamp on Friday, Dhizaala said the campaign seeks to restore the long-lost communal spirit of responsibility and collective effort for public good.
“Road access and connectivity are essential because people need them to reach health centres, markets and schools,” Dhizaala said. “When we were growing up, road maintenance was everyone’s concern. That’s why I’ve chosen to revive this spirit of community service to work with the people, supplement government efforts, and make public welfare a leadership priority.”
Kagumba Sub-county NRM Party Chairperson Jackson Ngobi hailed Dhizaala’s initiative, saying it reflects a people-centred leadership approach rooted in responsibility and tangible action rather than political showmanship.
“Addressing community issues directly and personally getting involved is a leadership model that departs from the culture of ‘burial politics’. Choosing public good over populism is the kind of leadership we must support,” Ngobi said.
The Sub-county Youth Chairperson, Jonathan Kataswa, commended young people for volunteering in the exercise, noting that their participation reflects renewed hope and civic consciousness.
“Channelling our energy towards community work rather than endless politicking gives us purpose and progress. But for this to last, we must elect leaders who prioritize connectivity and service delivery,” Kataswa said.

Local resident Ketula Namusobya, who offered porridge to the volunteers, emotionally recalled how her granddaughter once delivered a baby at the same swamp due to impassable roads.
“When someone like Dhizaala comes to spearhead road maintenance, he’s giving us life and connection. My happiness is to share what I have in gratitude,” she said.
