Buyende, Uganda: The Minister for the Presidency, Hon. Babirye Milly Babalanda, has urged Resident District Commissioners (RDCs) to cultivate strong working relationships with community members to enhance service delivery and strengthen local security structures.
Hon. Babalanda, who is also eyeing the Budiope West parliamentary seat, made the call while commissioning a newly constructed RDC office building in Buyende District. She commended President Yoweri Kaguta Museveni and the NRM government for prioritizing infrastructure that supports efficient governance and public service delivery.
“I am truly happy to commission this magnificent new RDC Office for Buyende District. This office represents the President’s commitment to effective service delivery and security in our districts,” Babalanda said.
The Minister emphasized that the new facility symbolizes the government’s dedication to better governance and improved working conditions for RDCs and other district officials.
“This new office block will enhance the working environment for our public servants and enable them to deliver quality services to citizens. I urge the RDC and staff to work closely with district leaders, local councillors, and the community to ensure that we deliver on our promise of effective service delivery and security,” she added.

Officials from the Office of the President, led by Hajji Yunus Kakande, the Principal Private Secretary to the President, lauded Minister Babalanda for her efforts in ensuring RDCs across the country have permanent offices instead of rented spaces.
Hajji Kakande also appreciated the Buyende District leadership for donating land for the office and rallied support for President Museveni and Minister Babalanda ahead of the forthcoming elections. “In the previous elections, NRM did not perform well here, but we request that this time, Buyende gives overwhelming support to President Museveni and Minister Babalanda,” he urged.
Kakande further explained that the government’s programme to establish RDC offices began in 2011 and is ongoing, though only one office is constructed per year due to funding limitations.
“Buyende is lucky to be among the few districts selected. You should appreciate Minister Babalanda, who lobbied this office for you, and thank President Museveni for his continued service delivery,” Kakande said.

The Buyende RDC office is designed to accommodate RDCs, Deputy RDCs, Assistants, and District Internal Security Officers (DISOs).
The commissioning ceremony was attended by Major Martha Asiimwe, Head of the RDC Secretariat; Sister Betty, Regional Whip of RDCs; Richard Gulume, LC V Chairperson; Kanaku Michael, and other district leaders.
