Kiryandongo sets new targets to boost local revenue collection

Kiryandongo, Uganda: Kiryandongo District Revenue Task Force has embarked on developing new strategies to boost local revenue collection for the 2025/2026 financial year following the District’s failure to meet its revenue targets for the first quarter.

According to district figures, Kiryandongo had projected to raise UGX 2.87 billion in local revenue—UGX 810.9 million from the District headquarters and UGX 2.06 billion from the 13 lower local governments. However, by September 30, 2025, the District had collected only UGX 391.6 million, representing less than 55% of the quarterly target of UGX 719.4 million.

Deputy Chief Administrative Officer (DCAO) Deo Kabugo urged parish chiefs and revenue collectors to openly discuss challenges affecting collections so that the task force can develop practical solutions and offer the necessary support.

“We must understand where the bottlenecks are so that the task force can intervene effectively and ensure we achieve our revenue potential,” Kabugo said.

District Revenue Officer Jennifer Tingiramurungi reported that nomination fees for political leaders had boosted revenue performance in the first quarter but raised concern over the delayed remittance of revenue from URA, which has disrupted service delivery.

“The delays in revenue transfer from URA continue to affect our financial flow and hinder key service delivery functions,” Tingiramurungi noted, adding that collectors should be assigned quarterly targets based on parish-level revenue sources.

She also emphasized the need for intensified community sensitization on the new integrated revenue administration system to enhance compliance and transparency.

Meanwhile, James Michael Ociba, the Assistant District Health Officer for Environmental Health, reminded the task force of the importance of adhering to the Public Health Act, which provides several mechanisms for local governments to generate revenue sustainably.

Locally raised revenue currently contributes 6.9% of Kiryandongo’s total district budget, and officials say achieving the full target would significantly strengthen service delivery and budget performance for FY 2025/2026.
