NRM’s Barbara Nekesa hails PDM, Emyooga for empowering women and youth in Busia

Busia, Uganda: The National Resistance Movement (NRM) National Treasurer, Hon. Barbara Nekesa Oundo, has applauded the government for implementing transformative wealth creation programs such as the Parish Development Model (PDM), Emyooga, and the Youth Livelihood Programme (YLP), saying they have economically empowered women, youths, and vulnerable citizens—strengthening support for President Yoweri Museveni and the ruling NRM.

Speaking during a meeting with NRM leaders from Samia Bugwe South, Samia Bugwe North, and Busia Municipality, Hon. Nekesa said the ongoing government interventions have improved household incomes and restored confidence in the party at the grassroots.

“We want to thank government because with interventions like YLP, Emyooga, and PDM, a number of people have benefited. We’re skilling the youths and giving them startups to begin several enterprises. The goal is to improve household income and reduce poverty,” Nekesa said.

She urged program implementers to intensify sensitization to ensure more Ugandans benefit from government initiatives. Nekesa expressed optimism that President Museveni’s 46% support in Busia District during the 2021 general elections would significantly increase in the 2026 polls, noting that community empowerment is translating into stronger political support.

Addressing claims that the UGX 1 million PDM grant was too little to make an impact, the NRM treasurer dismissed the criticism as diversionary and encouraged beneficiaries to adopt a growth mindset.

“There is no little money and there is no money. Any amount can make a difference. People should start small and grow big. Busia has shown that it’s possible to start with one million shillings and expand into bigger enterprises,” she emphasized.

Nekesa also called for unity among NRM leaders, warning that internal divisions had cost the party several parliamentary seats in the 2021 elections.

“Last elections, the President performed poorly in Busia because our leaders were divided. Some supported independents and opposition candidates. We must work together and rebuild our structures from the village level to ensure a strong win in 2026,” she said.

Busia District NRM Chairperson Isaac Muwanguzi hailed the impact of the PDM, saying many youths had successfully used the funds to start income-generating projects.

“The young people have improved financially through projects like poultry farming and small businesses supported by PDM. They are ready to support President Museveni and NRM candidates in 2026,” Muwanguzi said, calling for unity among NRM leaders.
