Napak, Uganda: President Yoweri Kaguta Museveni Thursday concluded his campaign trail in Karamoja Subregion with a strong pledge to deliver free education for all children, expand water access, and consolidate peace and development under the NRM Manifesto 2026–2031.
Addressing thousands of supporters at Narakorio Playground in Matany Town Council, Napak District, on October 30, Mr Museveni said the NRM’s next term will focus on universal access to education, improved rural infrastructure, and household wealth creation.
“In the next Kisanja, free education for all children will be a must,” Museveni declared. “Our plan is for every parish to have a government primary school, every sub-county a secondary school, and every district at least one technical institute.”
The President noted that while Uganda has achieved remarkable progress in extending roads, electricity, telecommunication, and water services, gaps remain in areas like Napak. “In Napak, 51% of villages have boreholes; this must rise. I have directed the Minister for Karamoja to address disparities across districts,” he said.
Mr Museveni also revealed plans to ensure individualized water systems for both household and production use, saying this approach will sustain communities even during droughts.
“Going forward, we shall ensure individualized water supply for production,” he said, crediting the First Lady and Minister for Education, Maama Janet Museveni, for her earlier contributions to water and food security in Karamoja.

In his trademark lecture on economic self-reliance, Museveni reminded Ugandans to distinguish between government development and personal wealth creation. “Development is ours, but poverty or wealth is yours — private and personal,” he said.
“We are telling people to prioritize wealth. Seek homestead incomes first, and the rest will be added onto you.”
Museveni urged the people of Karamoja to vote for NRM flag bearers to ensure continuity of peace and progress. “I appeal to you to support the NRM so that we consolidate what we have done and do more,” he said. “Arakara noi Karamoja!”

The First Lady, Janet Kataaha Museveni, also addressed the rally, calling on the people of Napak to vote for President Museveni and all NRM candidates to protect Uganda’s achievements.
“God has used this President and NRM government to bring peace in Karamoja and across Uganda,” she said. “All Ugandans have a responsibility to protect this peace and unity so that we can continue developing as a country.”
Mrs Museveni reaffirmed the NRM’s theme for the upcoming election, “Protecting the Gains and Taking a Qualitative Leap into Upper Middle-Income Status.” “You have a responsibility to vote this President and all NRM flag bearers so that God can build on what we have done to truly transform Uganda,” she added.
