In preparation for the forthcoming presidential campaigns, all NRM structures and affiliated leagues are hereby directed to strengthen coordination and ensure the effective delivery of victory for our candidate, H.E. Gen. Yoweri Kaguta Museveni, across every administrative level.
To achieve this, each level of the party structure must take ownership of mobilization, sensitization, and campaign delivery as outlined below:
1. Village Level: At the grassroots, the NRM mainstream structures together with all party leagues—including the Women, Youth, Elders, and Entrepreneurs Leagues—shall lead mobilization efforts. Their role is to champion household-level engagement, sensitize communities, and secure full participation and support for President Museveni.
“The strength of our campaign lies in household contact and trust-building. Let each village team translate government achievements into tangible hope for every family,” Baluye emphasized.
2. Parish Level: At this level, NRM mainstream leaders, working closely with PDM SACCO leadership, shall undertake active vote mobilization and grassroots engagement. They are urged to leverage existing government programs such as PDM, Emyooga, and YLP to showcase the benefits of continuity under the NRM government.
“People relate best to what they have seen and benefited from. The Parish level is where transformation meets testimony,” Baluye noted.
3. Sub-County Level: Sub-county leaders are tasked with ensuring coordination and message harmony across all parishes. They must support parish campaign teams, align messages with national priorities, and counter misinformation. The focus should remain on economic empowerment, peace, and progress under NRM stewardship.
4. District Level: At the top, district NRM structures, leagues, and mobilizer groups shall assume full supervisory and coordination roles. They must ensure message consistency, logistical efficiency, and integration of all mobilizer groups into district campaign frameworks. Unity, discipline, and teamwork are paramount to the successful delivery of the 2026 victory agenda.
“Our unity is our strength. When all structures speak one language of progress, the message resonates powerfully from the village to the national level,” he added.
