Gov’t to tarmac Kumi–Serere–Kagwara road – Museveni tells Teso

Serere, Uganda: President Museveni has confirmed that government plans are underway to tarmac the 95-kilometre Kumi–Ngora–Serere–Kagwara Road, a long-awaited infrastructure project expected to boost trade and connectivity across the Teso Sub-region.

Speaking during a campaign rally in Serere District on Monday, November 3, 2025, President Museveni said the project forms part of the NRM government’s ongoing infrastructure priorities, which are central to the party’s 2026 Manifesto.

“On infrastructure, we have the money and will work on the Kumi–Ngora–Serere–Kagwara Road, including selected town and access roads to bituminous standard,” Museveni told residents gathered at the Serere District Headquarters.

He assured residents that the government is committed to improving road connectivity across rural Uganda to facilitate agricultural commercialization, market access, and regional trade.

Peace and Wealth Creation Still Central to NRM Agenda

The President emphasized that peace remains the foundation of development, recalling how the Teso sub-region had suffered under insurgencies led by Alice Lakwena and other rebel groups, but now enjoys the longest uninterrupted period of peace in Uganda’s history.

“Serere, like the rest of Uganda, is now peaceful. This stability is what enables us to build roads, schools, and health centres. Use this peace to create your own wealth,” Museveni said.

He urged residents not to rely solely on government projects but to use peace and infrastructure as platforms for household income growth. “Government will build roads, but you cannot sleep on them. Use the peace and stability to create wealth so that development finds you,” he added.

The President also commended local leaders, including Joseph Ijala, for mobilizing communities and paying attention to government programs on wealth creation.

The Kumi–Ngora–Serere–Kagwara Road is a strategic route linking the districts of Kumi, Serere, and the Lake Kyoga corridor, serving as a major artery for the transportation of produce such as rice, cassava, and fish.

Once upgraded to bituminous standard, the road is expected to open up rural markets, lower transport costs, and spur tourism and investment in the Teso region.

The Serere rally marks part of Museveni’s ongoing 2026 presidential campaign trail, focusing on consolidating peace, expanding infrastructure, and empowering citizens through the Parish Development Model (PDM) and other household income initiatives.
