Kamuli, Uganda: The 2025 Primary Leaving Examinations (PLE) kicked off today across the country under heavy downpours, as candidates in Kamuli and Buyende districts braved flooded roads and slippery paths to reach their examination centres.
In several schools we visited in Mbulamuti Sub-county, examination papers arrived late due to impassable roads caused by torrential rain. However, all registered candidates managed to sit their exams, according to Aaron Gwolaba, the Kamuli District Education Officer.
“We have PLE going on with a few disturbances caused by rain and slippery roads, making candidates start an hour late. In Mbulamuti, examination papers arrived at 10 a.m., an hour after the scheduled start time,” Gwolaba reported.
“Thankfully, all candidates turned up, and schools have made provision for lunch meals to ensure they remain comfortable during the exams.”
Flooded Roads and Soaked Candidates
In sub-counties such as Mbulamuti, Namasagali, and Kagumba, many candidates had to wade through flooded routes, with some using banana leaves as makeshift umbrellas to shield themselves from the rain.
Michael Kanaku, the Buyende District Chairperson, commended the candidates’ resilience and the commitment of teachers who ensured the exams proceeded despite the harsh weather.
“We are realizing the advantage of mini-boarding arrangements, which safeguard pupils during natural disruptions like rain. But we admire the courage and bravery of candidates who arrived soaked and shivering just to protect their seven-year gains,” Kanaku said.

The District Education Officer for Buyende, Mr Bwire Dison, said the district had partnered with parents, security agencies, community leaders, and NGOs to ensure that no registered candidate missed the examinations.
“It was a collective effort to make sure all our registered candidates turned up and at least earn a certificate that can take them to skills-based courses,” Bwire said. “Most schools agreed with parents to make temporary boarding arrangements to accommodate candidates affected by the weather.”
Officials said despite the disruptions, no examination centre in the two districts reported absenteeism or security-related incidents.
