Kiryandongo rolls out parish training centers to boost PDM implementation

Kiryandongo, Uganda: The Kiryandongo District Local Government has launched Parish Training Centres (PTCs) to enhance practical, hands-on training for farmers under the Parish Development Model (PDM), marking a major step toward improving agricultural productivity and rural livelihoods.

The PTCs will function as community-based hubs within each parish, providing essential training in good agronomic practices, financial literacy, business development, extension services, and enterprise management to empower local farmers.

Speaking during the launch, Deo Kabugo, the District Chief Administrative Officer, directed all technical officers to align their work plans with the government’s PDM framework to ensure consistency and impact.

“Attendance at work and meetings is non-negotiable. Punctuality reflects discipline, and discipline is key to service delivery,” Kabugo said. “The Parish Training Center model must drive visible change at the grassroots through knowledge transfer and innovation.”

Commitment to Effective Implementation

Dr. Kajura Charles, the District Production Officer of Hoima, urged departmental heads to demonstrate unwavering commitment in rolling out the seven pillars of the PDM, stressing the need to track results and support Parish Development Committees (PDCs) effectively.

“We must proactively establish and oversee these practical training centers, offering unwavering support to beneficiaries from the time they receive funds until harvest and marketing,” Dr. Kajura stated.
“Our focus should be on sustained supervision, timely mentorship, and measurable results.”

He emphasized the urgency of disbursing PDM funds to beneficiaries and maintaining continuous follow-up to ensure value for money and tangible progress among smallholder farmers.

Kiryandongo Deputy RDC, Jonathan Akweteireho, praised the district for its consistent progress in implementing the PDM over the past four years but warned parish chiefs against complacency and malpractice.

“The PDM must reach every community member across all programs and sectors. This initiative empowers the community with vital information and enhances the visibility of government efforts,” Akweteireho said. “We shall not tolerate any actions that frustrate the realization of this model.”

He further called on pillar heads to cascade their implementation strategies down to parish level to ensure total community participation in wealth creation programs.

The newly introduced PTCs are expected to boost farmer productivity, improve market readiness, and promote sustainable agribusiness in line with Uganda’s Vision 2040 agenda and the government’s commitment to transforming the subsistence economy into a monetized, inclusive rural economy.
