Soroti, Uganda: President Yoweri Kaguta Museveni has announced that government will embark on a livestock restocking programme in the Teso Sub-region to support families that lost cattle during past insurgencies and cattle rustling, as part of efforts to drive household wealth creation.
The President made the announcement while addressing thousands of supporters at Soroti Sports Ground on Monday, November 3, 2025, during his second rally of the day.
“The next focus in Teso is wealth creation through livestock restocking. Each household that lost animals will receive five cows,” President Museveni said. “I have already discussed this with the leaders from Teso. Development is ours, but wealth is yours.”
Peace; The Foundation of Progress
Museveni reminded the people of Teso that the region’s current peace and stability are fruits of the NRM government’s long-standing commitment to security and reconciliation.
“I remember when the people of Teso were living in camps because of insecurity and cattle rustling. Today, all that is history. We defeated the rebels and the rustlers. Our people are now peacefully settled in their homes,” he said.
He noted that peace remains the first and most important contribution of the NRM, upon which all other social and economic programs are built. “The first contribution of the NRM was peace, and because of that, development followed. Without peace, there is no progress,” Museveni emphasized.
The President further urged residents to use the prevailing peace and improved infrastructure to build personal wealth, noting that government provides the environment for prosperity, but citizens must take initiative to utilize it.
“The NRM brings roads, electricity, schools, and peace, but it is you who must use that peace to create wealth in your homes,” he said, reiterating his message of self-driven economic transformation.
The rally, attended by leaders from Soroti District and Soroti City, focused on the NRM’s 2026 Manifesto priorities, including peace consolidation, wealth creation, and rural transformation.
