Kamuli, Uganda: The Resident District Commissioner (RDC) of Kamuli District, Mrs. Rose Birungi, has called on all NRM leaders and flag bearers in the district to intensify campaign for President Yoweri Kaguta Museveni, who is seeking re-election in the forthcoming 2026 general elections.
Addressing party mobilizers during an NRM mobilization meeting held on Thursday at Kamuli Youth Centre, Mrs. Birungi reminded leaders that as members of the ruling party, they share the responsibility of promoting the President’s candidacy and manifesto across the district.
“Don’t get intimidated by voters,” Birungi said. “If you’re an NRM leader or flag bearer, you must also campaign for President Museveni so that he gets a higher percentage than in the last elections. You cannot call yourself an NRM leader when you fear to talk about the party president.”
The meeting, convened ahead of President Museveni’s scheduled visit to Kamuli on November 20, 2025, brought together senior government officials, NRM flag bearers, and local leaders to strategize on strengthening party structures and mobilization in Busoga.
‘We Must Protect the Gains’
RDC Birungi urged party leaders to unite under the NRM manifesto theme — “Protecting the Gains”, stressing that Kamuli and the wider Busoga sub-region have benefited greatly from the ruling party’s programs and must defend those achievements at the ballot.
“We have gains to protect in Kamuli and Busoga at large — from infrastructure to education, health, and wealth creation programs. We must come together as NRM leaders and flag bearers to uplift our manifesto and ensure continuity,” she said.
Birungi’s remarks come amid concerns that in several areas of Busoga Sub-region, some NRM candidates reportedly avoid mentioning President Museveni’s name during campaigns, fearing voter backlash.
However, the RDC emphasized that loyalty to the party and its leadership must remain unwavering, urging candidates to restore confidence among voters by directly engaging communities on the progress achieved under the NRM government.
“Those who subscribe to the NRM must also look for votes for the President because, once victorious, we will all work under his government,” Birungi noted.l
The Kamuli mobilization meeting was attended by former Vice President Dr. Specioza Wandera Kazibwe, Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka, NRM leaders, and all flag bearers from the district.
The officials discussed strategies for improving voter outreach, countering opposition narratives, and consolidating party support ahead of the President’s upcoming campaign visit.
“We want to see President Museveni win with a bigger percentage than before. That will show that Busoga stands firm with the NRM and its vision for development,” Birungi emphasized.
President Museveni’s visit on November 20 is expected to focus on mobilization, wealth creation programs, and NRM manifesto achievements in Kamuli District, which remains a key stronghold in the Busoga sub-region.
