Mukono, Uganda: The Minister of State for Microfinance and National Resistance Movement (NRM) Vice Chairman for Central Region, Hon. Kyeyuna Haruna Kasolo, has rallied Mukono District leaders to uphold integrity, discipline, and service to the people as the core of effective leadership, saying it is time for the district to lead by example in governance and performance.
Addressing a Mukono District Leaders’ Conference held on Thursday, November 6, 2025, at Colline Hotel, Mukono, Hon. Kasolo said leadership must transcend self-interest and political grandstanding, emphasizing that truthfulness and accountability are the true measures of service.
“Leaders should tell the people the truth about what government has done and what it can do. Do not promise what you cannot fulfill. Leadership is about service, not self,” he stated.

The conference drew a diverse group of leaders including NRM flag bearers, district and sub-county chairpersons, councilors, religious leaders, headteachers, business representatives, and members of the security sector.
A High-Level Leadership Convergence
The meeting was graced by senior figures such as Lt. Gen. Proscovia Nalweyiso, AIGP Moses Kafeero Kabugo (Director of Human Resource Development and Training, Uganda Police Force), Hon. Rosemary Sseninde Nansubuga (NRM Director for Mobilization), Hon. Barbara Nekesa Oundo (NRM National Treasurer), and several members of the Mukono NRM Think Tank.
In his welcome remarks, Hajji Harunah Ssemakula, the Mukono NRM District Chairperson, praised Hon. Kasolo and other national leaders for their continued mentorship and highlighted the government’s major achievements in the district.
“Mukono has seen tremendous transformation under the NRM government — from the Mukono–Katosi–Nyenga Road to the industrial growth boosting local jobs and revenue,” Hajji Ssemakula said.

He also commended ongoing infrastructure works under the Greater Kampala Metropolitan Area Urban Development Program (GKMA–UDP), saying they are reshaping the district’s economic outlook.
On his part, Mr. Henry Ddamba, the Chief Administrative Officer (CAO) of Mukono District, urged public servants to proactively communicate government programs to the people.
“Transparency is essential to public trust. Every civil servant must explain how government funds — such as those under the Parish Development Model — are used to benefit communities,” he said, adding that the district was preparing to host the President of Uganda on an official visit.
Resident District Commissioner (RDC) Hajjat Fatuma Ndisaba Nabitaka also commended Hon. Kasolo and Gen. Nalweyiso for their continued support to the district.
“Leaders must engage directly with communities. People need to understand the value of government projects — the new schools, health centers, roads, and empowerment programs like Emyooga and PDM,” Hajjat Ndisaba said.

Gen Nalweyise preaches unity over rivalry
Taking the podium, Lt. Gen. Proscovia Nalweyiso called for harmony among NRM leaders in Mukono, cautioning them against internal divisions.
“We must work as one. When leaders fight among themselves, they divide the people and weaken development. Unity is the foundation for prosperity and security,” Gen. Nalweyiso stated, pledging her support to all NRM flag bearers in the district.
She urged the leaders to remain focused on collective goals rather than personal ambitions. “We cannot build Mukono when we pull in different directions. Let’s serve with humility and purpose,” she added.

In his closing message, Hon. Kasolo reiterated the importance of integrity as the bedrock of public service. He cautioned leaders against political opportunism and the temptation to make unrealistic pledges for personal gain.
“Integrity and truth must guide every leader. The NRM has delivered development, but it’s your duty to communicate these achievements honestly. Let Mukono lead by example — with unity, discipline, and hard work,” he said.
The conference ended with a shared resolution to strengthen accountability, foster unity among leaders, and accelerate delivery of key government programs in Mukono District.
