CDF Muhoozi, EU envoy, hold talks on regional stability, peace operations

Entebbe, Uganda: Uganda’s Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, has met with the European Union (EU) Special Representative for the Great Lakes Region, Ambassador Johan Borgstam, at the Special Forces Command (SFC) Headquarters in Entebbe, where the two reaffirmed their shared commitment to advancing peace, stability, and security across the Great Lakes region.

The high-level meeting held Monday, November 10, 2025, attended by senior military and diplomatic officials from both sides, built on earlier consultations held in November 2024, signaling a continuation of strategic dialogue between the Uganda People’s Defence Forces (UPDF) and the European Union on regional security priorities.

Discussions centered on Uganda’s ongoing peace-support and stabilization missions in the Democratic Republic of Congo (DRC), South Sudan, and the Central African Republic, where the UPDF continues to play a crucial role in neutralizing insurgent threats and supporting regional peace frameworks.

Gen. Muhoozi commended the EU’s consistent engagement and technical cooperation in peacebuilding, describing it as “a demonstration of long-term commitment to the stability and prosperity of the Great Lakes region.”

“Uganda appreciates the European Union’s sustained partnership and its role in promoting peace, governance, and regional cooperation,” Gen. Muhoozi said. “Our collaboration continues to be a cornerstone for the security and development of our region.”

EU Hails Uganda’s Role in Peacebuilding

Ambassador Borgstam praised Uganda’s strategic contribution to regional stability, citing the UPDF’s professionalism in external missions and its leadership in cross-border peace initiatives.

“The European Union values Uganda’s steadfast contribution to peace and security in the Great Lakes region,” he said. “We look forward to deepening our cooperation on shared priorities, including regional peace, governance, and humanitarian stability.”

Borgstam emphasized that the EU remains committed to supporting the implementation of the Great Lakes Regional Strategy, which aligns with Uganda’s role as a key peace actor in the region.

The two sides reaffirmed their intent to maintain regular dialogue on matters of counter-terrorism, peacekeeping operations, and strategic security cooperation in the Great Lakes and Horn of Africa regions.

The meeting was also attended by Ambassador Jan Sadek, Head of the EU Delegation to Uganda, and his deputy, Guillaume Chartrain. On the UPDF side, Lt. Gen. Jack Bakasumba, Chief of Joint Staff, and Brig. Gen. Paddy Ankunda, Assistant Chief of Defence Intelligence and Security for Defence Engagement and International Affairs, joined the discussions.
