Kween, Uganda: President Yoweri Kaguta Museveni has pledged the establishment of a public university and an industrial park in the Sebei Sub-region, as part of government efforts to enhance education access and spur economic growth.
Addressing supporters shortly after his rally at Binyiny Primary School grounds in Kween District on Tuesday, Museveni, who is also the National Resistance Movement (NRM) Presidential candidate, thanked the people of Sebei for their warm reception and reaffirmed the government’s commitment to regional equity in higher education.
“We are committed to ensuring that each zone has at least one public university,” Museveni said. “In the past, historical circumstances concentrated universities in Kampala, but now we shall build one for Sebei, Karamoja, and Bugisu.”
The President further commended residents of Sebei for offering 500 acres of land for an industrial park, announcing that the government will construct the facility to create jobs and boost local production.

“We shall construct the industrial park so that it becomes another centre of jobs and production for our people,” Museveni said.
On disaster preparedness, Museveni revealed that the government has allocated Shs56 billion in the national budget to support families affected by recent landslides in the region. Each affected household, he said, will receive two acres of land and Shs10 million to facilitate relocation to safer areas.
He also emphasized the need for sustainable land use and settlement planning, urging residents to avoid settling on mountain slopes prone to landslides and instead utilize lowlands for homes and businesses, while reserving highlands for tourism and other economic ventures.
“Because other countries with mountains face similar challenges, the sustainable way forward is to discourage settlement on the uplands,” he said. “The lowlands should be for homes and business, while the highlands can support tourism and other economic activities.”
Museveni’s pledges come as part of his broader NRM 2026–2031 Manifesto, which prioritizes industrialisation, education expansion, and environmental protection as key drivers of Uganda’s next phase of development.
