Islamic Development Bank applauds Uganda’s LEGS project, approves second phase

Katakwi, Uganda: The Islamic Development Bank (IsDB) has hailed Uganda for the impressive progress achieved under the Local Economic Growth Support (LEGS) Project, describing it as one of the most successful development initiatives funded by the Bank in Africa.

The commendation came during a final mission monitoring visit to Katakwi District on November 11, 2025, led by Dr Issahaq Umar Iddrisu, Manager of the IsDB Regional Hub in Kampala. The mission held a briefing with district leaders and project implementers at the Katakwi District headquarters before touring selected project sites that showcased the tangible impact of the initiative.

Dr. Umar lauded the Government of Uganda and its implementing partners, the Ministry of Local Government, Millennium Promise Alliance, and the Microfinance Support Centre, for their coordination, dedication, and commitment to improving livelihoods through inclusive local economic growth.

“Uganda stands out as a model among the countries supported by the Islamic Development Bank,” Dr. Umar said. “Each time we share examples of successful project implementation, Uganda features prominently.”

The LEGS Project, operational in 17 districts including Katakwi, was launched in 2019 to strengthen local infrastructure and create economic opportunities at the grassroots level. Its interventions have focused on constructing community access roads, providing safe water for domestic and commercial use, and establishing agro-processing and bulking facilities to enhance productivity and market access for rural farmers.

Dr. Umar praised the leadership of district officials for working closely with local communities to ensure ownership and sustainability of project outcomes. He noted that the initiative has improved access to markets, supported enterprise development, and increased incomes among smallholder households.

In recognition of these milestones, the Islamic Development Bank officially approved the second phase of the LEGS Project, set to commence in 2026, with a focus on consolidating achievements and scaling up local economic empowerment programs across Uganda.

“This approval is a direct result of the good work and successes registered under the first phase of the project,” Dr. Umar said. “The next phase will build on these achievements and further strengthen Uganda’s capacity for inclusive growth.”

Implemented by the Ministry of Local Government, with co-funding from the Islamic Development Bank and the Lives and Livelihoods Fund, the LEGS Project aims to accelerate local development by improving economic infrastructure, supporting community enterprises, and generating rural employment opportunities.

According to officials, the project has contributed significantly to improving service delivery and transforming rural economies through community-driven investments that respond to local priorities.

As the mission wrapped up its field visit, the Bank’s positive assessment reaffirmed Uganda’s reputation as a regional leader in effective project implementation and its continued commitment to accountable, inclusive, and sustainable development.

The IsDB delegation also used the visit to engage with project beneficiaries, assess best practices, and document success stories for replication across other member countries.
