Jinja, Uganda: Jinja District LC5 Chairperson who is also the NRM district boss Mr. Moses Batwala has petitioned President Yoweri Kaguta Museveni, through NRM Secretary General Richard Todwong, demanding a separate presidential campaign rally for Jinja District instead of the planned joint event with Jinja City.
In a letter dated November 10, 2025, Batwala said the Jinja District NRM Executive Committee taskforce wants an independent rally where residents and leaders can directly engage the President and present their priorities without being overshadowed by city-level issues.
According to the tentative NRM presidential campaign schedule, Museveni will launch his Busoga tour on November 15 starting in Bugiri before concluding with a combined Jinja City–Jinja District rally at Bugembe (Kyabazinga) Stadium on November 21. Batwala argues that this joint rally denies his district adequate space to highlight critical concerns.
“We have a lot to appreciate His Excellency for, and we also have challenges that need his intervention in the next term. A combined rally in the City will limit us,” Batwala stated, pointing to the stalled Jinja District administration block as one of the urgent matters requiring the President’s attention.
Batwala, who also heads the NRM presidential campaign taskforce in Jinja District, said a joint rally risks pushing district-specific priorities to the periphery since the event is city-based and designed to cater to a broader audience beyond the district.
“It will be a big challenge to see that out of the 12 districts, Jinja District is left out of the programme. We need to separate the offices of the City and the District because both are currently operating in the same space,” he said, adding that the district needed an exclusive platform to raise governance, administrative and infrastructural challenges.
Batwala thanked the central government for ongoing support but said more funding is needed to complete the administration block and address other service delivery gaps.
According to the NRM campaign itinerary, Museveni will conclude his engagement in Bukedi on November 15 before entering Busoga the same afternoon for Bugiri. He will resume tours on November 17 in Bugweri and Namutumba, proceed to Buyende and Kaliro on November 18, then Namayingo and Bugiri on November 19.
He will cover Luuka and Kamuli on November 20 before closing the regional campaigns on November 21 with Iganga in the morning and the combined Jinja City–Jinja District rally in the afternoon.
