Mukono, Uganda: The Territorial Police in Kampala Metropolitan East have arrested and charged a 41-year-old man from Nakifuma in Mukono District for allegedly using TikTok to incite violence and spread false information about the safety of National Unity Platform (NUP) presidential candidate Robert Kyagulanyi, also known as Bobi Wine.
According to Kampala Metropolitan Deputy Police Spokesperson Luke Owoyesigyire, the suspect, Hakim Wamala, a resident of Kalagi Village in Kyampisi Subcounty, was on Thursday, November 13, 2025, arraigned before the Nakifuma Chief Magistrate’s Court and charged with Incitement to Violence and Misuse of Social Media.
Owoyesigyire said the charges stem from a TikTok video allegedly posted on November 9 through the account @hakiqualitypropertyandconstruction. In the video, Wamala is reportedly seen uttering statements encouraging members of the public to engage in violent acts using weapons such as pangas and spears.
Wamala is also accused of spreading false and malicious claims, suggesting that Bobi Wine was in danger, allegations the Police say had the potential to cause fear, panic, and provoke unlawful actions among the public during an already politically charged period.
“He was charged with Misuse of Social Media for allegedly spreading false and malicious information claiming that Presidential candidate Robert Kyagulanyi was in danger, an act likely to incite fear and provoke unlawful actions,” Owoyesigyire said.
Wamala was remanded after appearing in court and will return for further mention of his case, and Police have since issued a stern warning to the public regarding the misuse of digital platforms.
“Misuse of social media to spread falsehoods or incite violence is a criminal offence under Ugandan law. The Uganda Police Force continues to monitor online activities and will take firm action against individuals who misuse digital spaces to threaten public peace and safety,” Owoyesigyire added.
