Government resolved to elevate Tororo Municipality to city status, making it a neutral administrative unit and creating three new districts (Mukuju, Mulanda and Kisoko) from the current Tororo District to accommodate the different communities.
Tororo/Butaleja, Uganda: The NRM Presidential candidate Gen. Yoweri Kaguta Museveni has reassured the people of Tororo that the long-standing district status matter is nearing its final legal conclusion, as he unveiled a fresh package of major road works, expanded health services and social infrastructure upgrades for both Tororo and Butaleja districts.
Speaking at Lions Park Grounds in Tororo on Friday evening, Mr Museveni told supporters that government had already concluded its internal processes regarding the district status issue and that only final legal steps remained.
“Your leaders reminded me about the long-standing district status issues. On our side, those matters were concluded. I will check with the Attorney General so the final legal steps are completed,” Museveni assured.
Gov’t Funds Major Tororo Road Network
President Museveni also announced that government has now funded the Tororo–Nagongela–Kisoko–Busolwe–Busaba Road, a major route expected to ease mobility and trade flows across the district.
He further revealed that works on the Busia–Tororo Road are already ongoing, a project that will significantly boost cross-border trade, transport safety and regional economic linkages.

In a major boost to Tororo’s health infrastructure, Museveni pledged a major elevation of the district’s facility, announcing that “On the Health side, Malaba, Iyolwa and Paaya will become Health Centre IVs, and several Health Centre IIs will be lifted so that the sub-counties without facilities are covered.”
On education, he reiterated that school fees in government schools must stop, saying they continue to push children out of classrooms. “Peace and stability have enabled this progress, and they remain the foundation of our work going forward,” Museveni emphasized.
BUTALEJA: Peace First, Development Next
Earlier in the day, Museveni addressed a rally at Booma Grounds in Butaleja, where he reflected on the district’s troubled past and the peace the NRM government has delivered. “The elders reminded me of the difficult past, the cattle rustlers, the rebels, the instability. Today we have peace, and that is the foundation for everything else.”
The President confirmed that two key roads, Nabumali–Butaleja–Namutumba Road, and Tororo–Nagongera–Busolwe Road, are now fully funded and will be worked on.
He praised the progress of the Doho and Walala rice irrigation schemes, noting their role in sustaining agricultural production. For residents cultivating in wetlands, Museveni said guidance will be provided to balance productivity with environmental protection.

On water access, Museveni reported that 418 out of 443 villages in Butaleja already have safe water, and the remaining 25 villages will receive new boreholes. He also pledged to establish Health Centre IIIs in the only two sub-counties without them.
Museveni closed his rallies by stressing that peace and stability remain the backbone of Uganda’s development journey. The President will today (Saturday) wrap up his Bukedi campaign trail with a morning rally in Busia, and later embark on the Busoga trail with a scheduled afternoon rally in Bugiri.
