Bugweri, Uganda: President Yoweri Museveni has pledged to elevate Busesa Health Centre IV in Bugweri District to a general hospital in the coming term as a rewarding reflection on the district’s historical significance in Uganda’s liberation journey.
Addressing residents at the launch of his week’s rallies at Kyabazinga Grounds in Bugweri District, the President, accompanied by First Lady Janet Museveni, recalled moving through Bugweri in 1973 alongside Eng. Kasadha during the fight against Idi Amin. He saluted the families that offered support to the resistance at the time.
On service delivery, Mr Museveni noted that Bugweri now has more schools than parishes, emphasising the need for better planning to ensure efficiency in education and public services.
He announced that Busesa Health Centre IV will be upgraded to a general hospital, saying the intervention reflects government’s commitment to strengthening health infrastructure.

“In terms of health facilities, I can see you have one Health Centre IV and six Health Centre IIIs without a district hospital. Our plan is to upgrade Busesa Health Centre IV to a general hospital, elevate Idudi Health Centre II in Idudi Town Council to Health Centre III, and Nsale Health Centre II to Health Centre III in Ibulanku Town Council,” Museveni said.
Mr Museveni, however, cautioned that development projects alone cannot eliminate poverty unless households embrace productive economic models. He reiterated his four-acre model as the foundation for sustainable household wealth.
“But development alone does not remove poverty. That is why I taught the four-acre model: coffee, fruits, pasture for zero-grazing cows, and food, with poultry and fish where possible. Those who followed it have progressed.”

The President urged residents to make use of government economic empowerment programmes such as the Parish Development Model (PDM), NAADS, Ntandikwa, Operation Wealth Creation (OWC), Emyooga, and the Women and Youth Funds to boost household incomes.
The rally drew key government and NRM figures, including 1st National Vice Chairperson Moses Kigongo, 1st Prime Minister Rebecca Kadaga, 3rd Deputy Prime Minister Lukia Isanga Nakadama, NRM Vice Chairperson for Eastern Uganda Calvin Echodu, and Minister for the Presidency Milly Babalanda, among other senior leaders.
